DESCRIPTION OF SERVICES

The Worker will perform advanced (senior level) analysis and coordination work related to implementing complex, emerging technology software projects for the Mainframe Transformation Program at the Railroad Commission of Texas (RRC). In addition, work is heavily focused on RRC Legacy systems and Oracle databases and is data-centric: profiling and mapping data, documenting source-to-target (S2T) transformations, and creating dataflow/lineage documentation across SQL Server, Oracle, and mainframe/legacy sources.

Duties involve use of multiple methods in gathering, developing, and documenting requirements for multiple inter-related projects, including coding, testing, and deployment of code; ability to reverse engineer the legacy system and document the requirements related to data needs, and review and assess the business processes that need data; Create or update design documentation; Creation and validation of user acceptance testing; and research and special project support as needed. Ensure that deliverables and materials are produced and maintained in accordance with established processes and procedures and are of consistent quality. May assign and/or supervise the work of others. This role will work under limited to minimal direction, with considerable latitude for the use of initiative and independent judgment.

Job Description

Performs advanced (senior level) systems analysis in an IMS/application mainframe environment with data from Oracle database and multiple Legacy Java systems. Work involves analyzing current systems and developing proposals to change the data flow from them away from the mainframe to newer technologies; designing software solutions for data movement from the Oracle-based systems to MS SQL or Snowflake and overseeing the programming of work to move from mainframe to the newer technology selected for each effort. Works under minimal supervision, with considerable latitude for initiative and independent judgment.

1. Knowledge of programming languages is required to 'translate' how the batch code will be redefined in the new language (from COBOL to ,Net, Salesforce, C#, Java).
2. Ability to present findings of research in technical terms clearly so requirements can be created and the technical architecture of the proposed work is approved
3. Ability to diagram flow for the batch programs to enhance understanding of the overall process
4. Ability to complete assignments in a fast-paced, deadline driven work environment that also endures many changes
5. Oracle database knowledge required
6. Knowledge of Services (Mulesoft, GoAnywhere, or Informatica IDMC) is required.
7. Experience as a developer in Net, C#, Java, or COBOL is preferred.
8. Experience at RRC with Legacy, Salesforce, or LoneSTAR is preferred.
9. Experience with Snowflake and SQL Server databases is preferred.

Responsibilities and Skills include:

• Thorough understanding of the software development lifecycle
• Determines and documents requirements by analyzing current documentation and code; reviewing business objectives; and evaluating current systems to create or improve database solutions.
• Based on requirements, develops and implements To-be data flow solutions for replacement of current data flows
• Create graphics and other flow diagrams or technical documentation, as needed

CANDIDATE SKILLS AND QUALIFICATIONS

Required Bachelor's Degree or equivalent related work experience.

5+ years Required Knowledge of programming languages including recent work (5 of the last 15 years) as a manager, analyst or developer for systems written in COBOL, .NET, Salesforce, C#, or Java.

5+ years Required Experience in presenting technical materials for review or approval

5+ years Required Experience with Oracle databases

5+ years Required Knowledge and experience with Services (Mulesoft, GoAnywhere, or Informatica IDMC; or any Oracle-based services).

5+ years Preferred Experience in developing data flow diagrams

5+ years Preferred Experience as a developer in .NET, C#, Java, or COBOL.

3+ years Preferred Experience at RRC in ITS with Legacy, Salesforce, or LoneSTAR.

3+ years Preferred Experience with Snowflake and SQL Server Databases.

Preferred Strong technical writing skills and proficiency with Visio/diagramming; experience maintaining auditable artifacts in SharePoint/Azure DevOps.

Preferred Experience with process improvement strategies and methodologies.

Preferred Proven ability to work compatibly within multifaceted teams; resolve conflict; and deal with challenging situations.
