Job Summary

Galapagos Federal Systems LLC is seeking an enthusiastic and highly qualified individual to serve as a Program Manager. This position offers the opportunity to work with a diverse and talented team dedicated to mission success.

The selected candidate will provide contractor support as a Program Manager to the Space Systems Command (SSC), System Delta (SYD) 81 Operational Test and Training Infrastructure (OTTI) Program Office - Infrastructure Section. In this role, the Program Manager will support the SYD 81 Infrastructure System Program Manager in the acquisition and management of infrastructure capabilities that enable testing and training initiatives for mission operations.

The position will involve coordinating acquisition activities, supporting infrastructure development efforts, and ensuring program objectives are achieved in alignment with Space Systems Command requirements.

Key Responsibilities

The Program Manager will:

  • Develop and implement acquisition strategies and acquisition plans aligned with applicable guidance and regulatory frameworks (e.g., DoD acquisition framework)
  • Establish and manage program schedules, cost baselines, and performance metrics to ensure successful program execution
  • Ensure program requirements are clearly defined, achievable, and aligned with mission objectives
  • Coordinate with requirements owners, end users, and stakeholders to maintain alignment and prevent scope creep
  • Develop and defend program budget submissions, track obligations and expenditures, and ensure compliance with color-of-money regulations (RDT&E, O&M, Procurement, etc.)
  • Forecast multi-year funding requirements and support program planning across fiscal years
  • Collaborate closely with the Contracting Officer to support acquisition and contracting activities
  • Support source selection processes, including technical evaluations and trade studies
  • Review contractor deliverables and performance to ensure compliance with program objectives and contract requirements
  • Lead or support contract modifications, option exercises, and negotiations
  • Monitor program execution against approved baselines and track key performance indicators and technical milestones
  • Implement and monitor Earned Value Management (EVM) practices when required
  • Identify, assess, and mitigate program risks to ensure successful delivery
  • Conduct and support program reviews such as Program Management Reviews (PMRs) and Integrated Program Reviews (IPRs)


Responsibilities

Skills and Experience

The Program Manager must have:

  • Active Top Secret security clearance
  • 10+ years of experience supporting Department of Defense (DoD) programs or projects
  • Strong critical thinking and problem-solving skills with the ability to analyze complex program challenges
  • Proven ability to organize, prioritize, and manage multiple tasks while meeting deadlines
  • Self-motivated professional capable of working independently with minimal supervision
  • Excellent written and verbal communication skills, with the ability to clearly present concepts, plans, and proposals
  • Demonstrated ability to communicate complex technical or programmatic information in a clear and concise manner
  • Strong interpersonal skills and the ability to work collaboratively with team members, stakeholders, and senior leadership
  • Ability to work autonomously while maintaining strong coordination with cross-functional teams

Security Clearance

A high-level Department of Defense (DoD) active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. Must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and may include lifting thirty pounds, as necessary.
