Organization Change Management (OCM) Specialist is responsible for leading change management activities supporting the Business and Technology Modernization program. This role will develop and execute change strategies to ensure successful adoption of Agile practices, mindsets, and behaviors across the organization. The OCM Specialist shall work closely with the Agile Program Manager, Agile Coaches, leadership, and impacted teams to assess change readiness, identify resistance, engage stakeholders, and implement communication and training strategies that drive sustainable organizational change. 
The OCM Specialist brings proven OCM methodologies and has experience in technology or Agile transformations.

REQUIREMENTS:
•    At least five (5) years of experience in organizational change management, preferably supporting technology transformations or Agile/digital transformations.
•    Change management certification (e.g., Prosci Change Management Practitioner, CCMP, or similar) strongly preferred.
•    Understanding of Agile principles, values, and frameworks (Scrum, SAFe, Kanban) and the cultural shifts required for successful adoption strongly preferred.
•    Experience conducting change impact assessments, stakeholder analyses, and readiness assessments.
•    Demonstrated ability to develop and execute change management plans including strategy, stakeholder engagement, communications, training, and resistance management.
•    Excellent communication and influencing skills with ability to craft compelling messages and materials for diverse audiences.
•    Strong stakeholder management skills with ability to build relationships and credibility at all organizational levels.
•    Government or highly regulated industry experience preferred.

Knowledge/Skill Requirements:
•    Bachelor’s degree in Communications, Organizational Psychology, Business Administration / Management, Information Systems, Sociology, or a related field (or equivalent experience).

Preferred:
•    Familiarity with Atlassian Jira and Confluence.
•    Federal government experience is preferred.

Key Outcomes:
•    Develop and execute comprehensive change management strategy including impact assessments, readiness assessments, stakeholder engagement plans, and adoption roadmap aligned with Agile transformation milestones.
•    Design and implement communication and training strategies to build awareness, understanding, and capability across all stakeholder groups (executives, managers, teams, and support functions).
•    Identify and manage resistance by proactively addressing barriers, concerns, and objections through targeted interventions, coaching support, and reinforcement mechanisms.
•    Measure and report on change effectiveness using adoption metrics, readiness scores, and feedback to track progress and adjust strategies.
• Partner with Agile Program Manager, Agile Coaches, and other change leaders to support organizational culture transformation from traditional to Agile mindsets, emphasizing collaboration, transparency, continuous improvement, and customer focus.

PLACE OF PERFORMANCE:
The Contractor shall perform all work in the Board’s New York Avenue building located at 1701 New York Avenue, Washington, DC 20036.
