Position: Program Delivery Analyst
Location: hybrid-3 days on-site in Addison, TX
Estimated Duration: The client approximates that this project may last up to 12+ months. However, there is no guarantee of employment for any length of time.
Pay Rate Range: $80-85/hr. (paid weekly on W2)
Project Description: We're transforming a legacy property-management system into a modern, web-based platform used globally. We need a hands-on Program Delivery Analyst to strengthen pre-delivery governance, portfolio planning, Jira visibility, and scope readiness-accelerating cycle time, improving quality, and enabling data-driven decisions across Product, Engineering, QA, and vendor teams.
This role is for someone who builds clear artifacts (Gantt charts, dashboards, process flows), drives follow-ups, owns delivery processes, and turns data into meaningful insights. You'll keep the program aligned from scope definition through sprint-ready execution.
Day to Day Responsibilities/typical day look like: - Portfolio Planning & Scope Readiness
- Maintain roadmaps and milestone plans for releases and program increments.
- Drive scope intake, refinement, decomposition, and definition-of-ready.
- Track scope changes and enforce scope-freeze and change-control discipline.
- Jira Portfolio Management & Reporting
- Own Jira structure, configuration, and workflow hygiene.
- Build dashboards, Advanced Roadmaps views, and KPI scorecards.
- Analyze Jira data for RCAs on delays, scope churn, defects, and dependencies.
- Delivery Governance & Process Ownership
- Define and maintain governance standards and templates.
- Lead pre-delivery ceremonies (scope reviews, dependency mapping, readiness checks).Create process maps, RACI charts, and maintain Confluence documentation.
- Cross-Functional Coordination
- Align capacity, dependencies, and priorities across Product, Engineering, QA, and vendor teams.
- Surface and escalate cross-team risks with mitigation plans and owners.
- Strengthen SDLC handoffs from requirements through deployment.
- Communication & Executive Storytelling
- Produce clear executive updates on progress, risks, and decisions needed.
- Maintain program health dashboards and narrative summaries.
- Promote transparency, accountability, and strong stakeholder communication.
Requirements: - 7+ years in Program Analyst, Portfolio Analyst, PMO, Project/Program Management, or Business Analyst roles on large-scale programs.
- Advanced Jira skills (Advanced Roadmaps/Portfolio a plus), fluent with dashboards, filters/JQL, and cross-project reporting; strong Confluence.
- Strong presentation and storytelling skills-turns data into clear insights and actions for leadership.
- Demonstrated experience with SDLC, Agile/Scrum, and preferably SAFe in multi-team environments.
- Proven RCA capabilities and mitigation planning (delivery slippage, scope churn, dependency gridlock).
- Process-driven with experience building process diagrams (Visio/Lucidchart) and governance artifacts.
- Gantt/milestone planning and scope freeze management experience.
- Excellent communicator (email, stakeholder updates, deck building) with the ability to influence without authority.
- Operates with urgency; chases actions and owns outcomes.
- Availability during core hours at least 3 days/week to support program cadences and collaboration.
Nice-to-Have / Preferred- SAFe certification; familiarity with DevOps and CI/CD concepts.
- Experience in hospitality or large-scale global rollouts.
- Experience partnering with third-party delivery vendors (HotelKey experience highly valued).
- Familiarity with Hilton's ecosystem (e.g., container pods, localization, legal, training workstreams).
- Advanced Excel (pivoting/lookup), basic SQL or data analysis comfort.
