Integration / Interoperability / API Engineer

Position Summary

Certified Technical Experts, Inc. (CTE) is seeking an experienced Integration / Interoperability / API Engineer to design, develop, and support health data integrations, APIs, messaging workflows, and interoperability services for Federal public health technology. This role works with public health informatics, application, data, and platform teams to enable reliable standards-based exchange among systems and stakeholders.

Key Responsibilities

•  Design, develop, test, and support APIs, interfaces, message flows, and data exchange services.

•  Implement and troubleshoot healthcare and public health interoperability using HL7 v2, FHIR, CDA, REST, and related standards.

•  Support message routing, transformation, validation, mapping, and error-handling workflows.

•  Collaborate with public health informaticians and stakeholders to translate message specifications into technical implementations.

•  Integrate applications with messaging platforms, event streams, and data-processing services.

•  Develop automated integration and API tests and support end-to-end interoperability validation.

•  Monitor and troubleshoot interface failures, data-quality issues, and integration performance problems.

•  Document interface specifications, mappings, dependencies, and operational procedures.

•  Participate in architecture, security, release, and production support activities.

•  Promote reusable integration patterns and standards-based implementation practices.

Required Qualifications

•  8+ years of healthcare or public health interoperability, integration engineering, or API development experience.

•  Strong experience with HL7 v2, FHIR, REST APIs, and healthcare/public health data exchange.

•  Experience with integration engines, messaging platforms, Kafka, NiFi, or comparable technologies.

•  Experience developing message transformations, mappings, validation, and routing logic.

•  Strong API design, troubleshooting, and automated testing skills.

•  Experience working with application developers, data engineers, and public health informatics teams.

•  Understanding of secure data exchange and identity/access considerations.

•  Strong technical documentation and communication skills.

Education

Required: Bachelor's degree in Computer Science, Information Systems, Health Informatics, Engineering, or a related field.

Preferred: Graduate education in health informatics, software engineering, or a related discipline.

Target Certifications

•  HL7 FHIR certification or formal FHIR credential

•  Rhapsody certification, where applicable

•  Confluent Kafka certification or comparable event-streaming credential

Preferred Experience

•  Federal health IT or public health interoperability experience.

•  Experience supporting NBS or comparable surveillance systems.

•  Experience with eCR, ELR, case notification, or public health message mapping.

•  Experience with Apache Kafka, Apache NiFi, and containerized integration services.

Work Authorization and Federal Suitability

•  Must be legally authorized to work in the United States.

•  Must be able to successfully complete the applicable Government background investigation.

•  Must be eligible to obtain and maintain required Federal credentials and information-system access.

•  Must comply with applicable Federal security, privacy, confidentiality, and acceptable-use requirements.
