Job Description Everforth ECS is seeking a
Deliverables Manager/Technical Writer to work in the National Capital Region covering the
Pentagon, Falls Church, and Fairfax . Please Note: This position is contingent upon contract award.
The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
The Deliverables Manager/Technical Writer supports the end-to-end lifecycle of Task Order deliverable production across the WDP Core Integration portfolio, executing quality control workflows, maintaining version-controlled documentation repositories, and contributing to SOC1 audit readiness activities under the direction of senior program management and Modernization, Innovation, and Quality Cell governance. In this role, the specialist applies content and format standards, acceptance criteria, and defect tracking disciplines to ensure that Government-facing submissions are accurate, auditable, and compliant with PWS requirements and program quality standards.
Supports the end-to-end deliverable workflow defined in the Quality Management Plan and executes quality control checks before approval and submission.
Maintains deliverable logs, calendars, and version histories in controlled repositories to provide traceability for reviewers, auditors, and leadership.
Applies content and format standards and acceptance criteria to Monthly Status Reports, Project Management Plan updates, transition documentation, and SOC1 artifacts, and validates cross-references, numbering, figures, tables, and attachments against approved templates.
Coordinates Task Order Kick-Off and Program Management Review materials and synchronizes inputs, review comments, and dispositions across contributors.
Tracks service level adherence for contractor-controllable steps and flags schedule, accuracy, and completeness risks using dashboards, issue registers, and action trackers.
Records defects, captures facts, and supports root cause analysis and corrective and preventive actions through closure while updating evidence packages and submission records.
Produces accurate, auditable, and compliant deliverables for Monthly Status Reports, Project Management Plan updates, Transition-In and Transition-Out artifacts, and SOC1 evidence submissions that strengthen command reporting, audit readiness, and program value across the Task Order.

Required Skills Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI). 3 or more years of progressive experience in technical writing, deliverables coordination, or a closely related administrative or documentation discipline, with demonstrated experience supporting formal documentation workflows for federal or defense contracts.
Demonstrated experience executing quality control reviews of Government-facing program documentation, including Monthly Status Reports, Project Management Plan updates, and transition artifacts, including validation of formatting, cross-references, figure and table numbering, and template compliance against approved content and style standards.
Proven ability to maintain deliverable tracking logs, submission calendars, and version-controlled documentation repositories in controlled platforms, with demonstrated experience enforcing access controls, retention practices, and audit-ready traceability records.
Experience supporting SOC1 Type 2 audit readiness activities, including organization of Provided by Client evidence packages, tracking of corrective actions through resolution, and validation of policy and governance documentation currency in alignment with annual attestation requirements.
Demonstrated ability to track service level adherence and identify schedule, accuracy, and completeness risks across multi-deliverable program reporting cycles, including use of dashboards, issue registers, and action trackers to support timely corrective action and program leadership visibility.
Proficiency with document management and collaboration platforms such as SharePoint Online, Confluence, and Microsoft Office, including demonstrated experience maintaining structured, version-controlled repositories that support external auditor engagement and Government oversight transparency.
Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
Desired Skills Active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility. Familiarity with Modernization, Innovation, and Quality Cell governance frameworks, including working knowledge of multi-layered peer review processes, independent validation workflows, and milestone review gate coordination as they apply to deliverable quality management within a large-scale federal program.
Background supporting deliverables coordination or technical writing within a Scaled Agile Framework (SAFe) or DevSecOps delivery environment, including experience aligning documentation production schedules with sprint-based release cadences, Program Increment planning cycles, and continuous delivery pipeline events.
Relevant professional certification in technical communication or quality assurance, such as the Certified Professional Technical Communicator (CPTC) or Certified Quality Auditor (CQA), demonstrating a structured and standards-based approach to documentation governance, defect tracking, and corrective action management.
Familiarity with SOC1 Type 2 audit evidence frameworks, including working knowledge of Section III Management System Description preparation, Provided by Client documentation organization, and auditor observation coordination practices specific to programs operating under annual attestation requirements.
Prior experience coordinating deliverable review cycles across cross-functional program teams spanning program management, cybersecurity, quality assurance, and systems engineering disciplines, including demonstrated ability to consolidate multi-contributor inputs, adjudicate review comments, and maintain submission records that support Government acceptance and audit traceability.
