Senior Management Consultant - US Coast Guard

The Senior Management Consultant will provide senior-level management, acquisition, program operations, and process improvement support within a complex U.S. Coast Guard technology and mission-support environment.

This is a highly hands-on position requiring direct experience supporting the U.S. Coast Guard and a strong understanding of Coast Guard organizational structures, acquisition and lifecycle processes, C5I/C4ISR environments, operational support, and stakeholder coordination.

As part of a small senior-level delivery team, the Senior Management Consultant will independently manage major workstreams, develop high-quality deliverables, support senior Government stakeholders, coordinate technical and operational activities, and drive assigned initiatives from planning through execution.

Key Responsibilities

• Provide senior-level management consulting and program support across technology acquisition, lifecycle management, business operations, strategic planning, and organizational improvement initiatives.
• Support operational, functional, system, and technical requirements development for Coast Guard technology and C5I/C4ISR capabilities.
• Support lifecycle management of technology, systems, equipment, and capabilities across Coast Guard operational environments.
• Assist with the development and review of operational, system, and technical architectures, system specifications, support plans, acquisition artifacts, and program documentation.
• Support acquisition planning, acquisition strategy implementation, requirements development, technical documentation reviews, logistics planning, and transition activities.
• Support the transition of systems and capabilities from acquisition and implementation into operational support and sustainment.
• Identify and address cross-organizational process, policy, acquisition, operational, and program-management gaps.
• Research, collect, consolidate, analyze, and track information related to systems, programs, requirements, schedules, resources, risks, and performance.
• Develop and maintain processes for managing projects, tasks, resources, milestones, dependencies, risks, issues, and deliverables.
• Develop, maintain, and reconcile Integrated Master Schedules (IMS) and supporting project schedules.
• Monitor schedules, milestones, dependencies, and assigned activities across multiple technical and operational stakeholders.
• Develop program metrics, KPIs, dashboards, readiness measures, and reporting mechanisms to support Government decision-making.
• Prepare executive-level reports, briefings, presentations, status updates, decision-support materials, and consolidated program reporting.
• Support Microsoft SharePoint and enterprise project management activities, including content management, collaboration, information organization, and reporting.
• Develop and improve business processes related to project management, data management, configuration control, document review and approval, resource management, and program integration.
• Develop process maps, workflows, standard operating procedures, governance processes, and repeatable management frameworks.
• Support strategic roadmap development, organizational planning, action planning, and continuous process improvement initiatives.
• Support budget planning, resource proposal development, workload analysis, and resource management activities.
• Identify program risks, issues, dependencies, and operational constraints and develop practical mitigation strategies.
• Support coordination of major system installations, technical design reviews, operational readiness activities, and Operational Test & Evaluation activities.
• Support C5I/C4ISR system transitions and coordination between acquisition, engineering, logistics, operational, and sustainment organizations.
• Coordinate activities supporting System Support Agents and other technical and operational stakeholders.
• Support development and tracking of system readiness, deployment readiness, and sustainment metrics.
• Coordinate and prepare materials for executive governance meetings, program reviews, risk-management meetings, and other senior-level forums.
• Facilitate working groups, stakeholder meetings, program reviews, and management meetings.
• Develop agendas, capture decisions and action items, assign and track follow-up activities, and drive actions through closure.
• Provide recommendations to Government leadership regarding opportunities to improve program execution, efficiency, governance, processes, reporting, and operational effectiveness.
• Develop accurate, timely, and executive-ready technical, management, analytical, and program deliverables.
• Collaborate closely with the Project Manager to manage priorities, deliverables, stakeholder expectations, and emerging requirements.
• Perform other duties and support additional mission priorities as assigned.

Requied Qualifications

• Direct professional experience supporting the U.S. Coast Guard is required.
• Minimum of 5 years of relevant professional experience in management consulting, program management, acquisition support, technology lifecycle management, systems support, business operations, or a closely related field.
• Demonstrated understanding of U.S. Coast Guard organizations, missions, operational environments, and program structures.
• Experience supporting Coast Guard technology, C5I, C4ISR, acquisition, engineering, logistics, sustainment, or mission-support programs.
• Experience supporting federal technology acquisition and system lifecycle activities.
• Experience developing, reviewing, or managing technical requirements, acquisition artifacts, schedules, program plans, or management deliverables.
• Experience coordinating across acquisition, technical, engineering, operational, logistics, and management stakeholders.
• Experience developing and improving organizational processes, workflows, governance structures, and management procedures.
• Experience managing schedules, milestones, dependencies, risks, issues, and program deliverables.
• Experience developing executive briefings, reports, dashboards, metrics, and decision-support materials.
• Strong analytical and problem-solving skills with the ability to translate complex technical and program information into actionable recommendations.
• Strong stakeholder-management, meeting-facilitation, written communication, and executive-communication skills.
• Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, SharePoint, and Microsoft Project.
• Ability to work independently and manage multiple concurrent priorities in a small, senior-level delivery team.
• Ability to obtain and maintain required Government suitability, system access, and credentials.

Preferred Qualifications

• Experience supporting USCG C5I, C5ISC, C5I PEO, or related Coast Guard technology organizations.
• Experience supporting Coast Guard surface, cutter, boat, aviation, or shore-based technology environments.
• Experience with C4ISR or C5I system acquisition, integration, transition, deployment, or sustainment.
• Experience supporting System Support Agents, Technical Authorities, or similar Coast Guard technical organizations.
• Experience with Integrated Master Schedules and enterprise project management tools.
• Experience supporting technical design reviews, system installations, Operational Test & Evaluation, readiness reviews, or system transitions.
• Experience supporting PARM, risk-management, governance, or executive program reviews.
• Knowledge of federal acquisition, systems engineering, lifecycle management, logistics, enterprise architecture, cybersecurity, configuration management, and data-management practices.
