Job Summary:
We are seeking a highly skilled, detail‑oriented, and experienced Project Manager to lead and successfully deliver IT‑related projects and initiatives at DC Water, ensuring outcomes are achieved within approved scope, schedule, and budget.
The ideal candidate will possess a strong background in enterprise asset management (EAM) systems, Esri GIS, Genesys, utility operations, SharePoint, AI-enabled and emerging technologies and end‑to‑end IT project delivery within complex, cross‑functional environments.
This role requires exceptional stakeholder engagement and coordination across IT and business teams, along with the ability to provide technical and functional oversight throughout the project lifecycle. The Project Manager must effectively lead and facilitate workshops, drive techno‑functional discussions, manage competing priorities, and maintain control of discussions to ensure alignment, timely decision‑making, and successful project execution.
Key Responsibilities:
- Lead complex, multi‑workstream IT programs and high‑impact projects managing every phase from planning to execution and completion, across platforms such as IBM Maximo, Esri GIS, Genesys, AI-enabled technologies, and SharePoint.
- Define, manage, and control project scope, objectives, deliverables, milestones, and success criteria in collaboration with business and IT stakeholders.
- Develop, own, and maintain detailed project schedules, budgets, resource plans, and dependency management artifacts.
- Coordinate and manage cross‑functional teams, including IT, operations, vendors, consultants, and external partners.
- Conduct business process analysis and document current‑state and future‑state workflows to support system implementations and process improvements.
- Oversee system configuration, customization, integrations, and data flows, ensuring alignment with business and technical requirements.
- Plan and facilitate User Acceptance Testing (UAT), end‑user training, and change management activities to ensure successful adoption.
- Proactively identify, monitor, and mitigate project risks, issues, and dependencies, escalating as necessary.
- Ensure project compliance with cybersecurity, data privacy, and applicable regulatory standards, including water utility and Environmental Protection Agency (EPA) requirements.
- Prepare and deliver executive‑level project status reports, dashboards, and presentations for leadership.
- Ensure effective project communications and stakeholder engagement throughout the project lifecycle.
- Provide recommendations to executive leadership on scope, schedule, funding, and risk‑based trade‑offs.
- Support post‑implementation reviews, lessons learned, benefits realization, and continuous improvement initiatives.
- Align project outcomes with organizational objectives and digital transformation strategies.
- Manage vendor contracts, including Statements of Work (SOWs), SLAs, deliverables, and performance metrics related to project execution.
- Deliver projects in accordance with DC Water’s PMO framework, governance standards, methodologies, and reporting requirements.
Required Qualifications:
- Bachelor’s degree in computer science, Engineering, Business, or related field.
- 7+ years of project management experience in enterprise IT or utility systems.
- Hands‑on delivery experience with one or more enterprise platforms such as IBM Maximo, Esri GIS, Genesys, AI-enabled and emerging technologies and SharePoint.
- Strong understanding of asset management, work order systems, and utility operations.
- Experience working in regulated or public‑sector environments with formal PMO governance.
- PMP, PgMP, PRINCE2, or equivalent project management certification.
- Excellent communication, leadership, and stakeholder management skills.
Preferred Qualifications:
- Experience with water quality monitoring systems or utility billing platforms.
- Experience with infrastructure, cybersecurity, and network projects.
- Experience of managing mobile application development projects.
- Knowledge of mobile workforce management tools and field data collection.
- Agile or hybrid project delivery experience.
