The Strategic Technology and Economic Foresight Department strengthens ODNI's ability to anticipate, assess, and respond to global technological and economic competition. The department delivers analytic rigor, foresight, and strategic assessments that help ODNI understand emerging technologies, geopolitical dependencies, economic risk, and supply chain vulnerabilities. It ensures MITRE provides clear, actionable insights that enable senior leaders to protect national advantage, strengthen resilience, and shape whole-of-government responses to global shifts.

Roles & Responsibilities:
  • Lead the architecture, tradeoff analysis, design, and implementation of cloud infrastructure solutions in support of National Intelligence sponsors.
  • Review existing systems and provide actionable recommendations to sponsors and internal teams for improvement including operational efficiencies, cost savings, and improved security posture.
  • Collaborate with development teams to evaluate and identify optimal cloud solutions to meet specific technical needs including compute, storage, networking, security, and managed services.
  • Lead the implementation of cloud-based solutions and SecDevOps automation across projects.
  • Provide technical guidance and mentorship to technical team members.
  • Contribute to project planning, reporting, and program execution.

Basic Qualifications:
  • Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years with a Master's degree; or a PhD with 3 years of relevant experience in Computer Science, Software Engineering, Information Security or a related field; or an equivalent combination of education and experience.
  • Strong hands-on experience with one or more commercial cloud platforms (e.g., AWS, Azure, or Google Cloud) including design and configuration of virtual private clouds, networking, routing, access controls, identity & access management, and security mechanisms.
  • Ability to create cloud architectures, related documentation, and provide technical direction for cloud-based solutions across multiple programs.
  • Strong working knowledge with configuration management, infrastructure-as-code, cloud orchestration frameworks (e.g., Terraform, OpenTofu, AWS Cloud Formation, or similar).
  • Knowledge of containerization and orchestration technologies, including Kubernetes and Docker
  • Troubleshooting and analytical skills with the ability to lead resolution of complex technical issues and guide others.
  • Demonstrated experience leading technical implementation projects.
  • Strong communication and collaboration skills, including the ability to influence technical outcomes.
  • Strong proficiency in one or more programming languages (e.g., Python, Go, JavaScript, TypeScript) with the ability to develop and maintain production-quality code.
  • Ability to obtain TS/SCI security clearance with polygraph.
  • U.S. Citizenship is required.
  • This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:
  • Approximately 8 years of experience in a technical field, including at least 4 years of hands-on technical experience designing and implementing solutions in cloud platforms (AWS experience strongly preferred).
  • Master's degree in Computer Science, Software Engineering, Information Security, or a related field with significant cloud experience.
  • Expert knowledge of containerization and orchestration technologies, including Kubernetes and Docker, and infrastructure-as-code tools (e.g. Terraform, OpenTofu, AWS Cloud Formation).
  • Expert proficiency in one or more programming languages (e.g., Python, Go, JavaScript, TypeScript) with experience developing production-quality code.
  • Experience designing and deploying AI\\ML enabled architectures in a cloud environment
  • Active TS/SCI security clearance with polygraph

Salary compensation range and midpoint:
$144,800 - $181,000 - $217,200 Annual
