Summary

Position Summary. Serves as the senior Aviation capability-development analyst supporting AFCD-wide integration and synchronization. The position also serves as the logical on-site technical lead unless the contractor assigns that responsibility elsewhere.

Principal Duties.
  • Integrate and synchronize capability-development efforts across AFCD subordinate directorates, MSD, other T2COM organizations, Army Centers of Excellence, HQDA, Joint organizations, and coalition partners.
  • Prepare courses of action, strategies, executive summaries, decision papers, information papers, presentations, and senior-leader read-ahead products.
  • Support Aviation portfolio development and resource prioritization through POM, LIRA, SPAR, FDU, TAA, WSR, POI, and comparable Army processes.
  • Facilitate stakeholder meetings, working groups, technical interchange meetings, and integrated product teams.
  • Coordinate development, review, staffing, and approval of ICDs, CDDs, CONOPS, CBAs, AoAs, and related capability-development products.
  • Provide quality review and technical integration of products prepared by the MSD analysts.
  • Track workload, risks, deliverables, qualifications, and emerging priorities; coordinate with the contractor program manager and Government leads.

Position-Specific Qualifications.
  • Former field-grade officer.
  • At least five years of Aviation operations experience.
  • CGSC/ILE graduate.
  • Combat-development experience and technical requirements-writing experience.
  • Experience planning and facilitating DOTMLPF-P assessments and Joint working groups.
  • Department of the Army, corps, or division staff/planning experience desired.
  • Previous Aviation company/battalion command, S3, or XO experience desired.
  • Experience leading a team that authored an approved requirements document is highly desired.
