The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #FC #Dice

Responsibilities

This role will lead shore infrastructure, facility modifications, and TRF readiness for the Ohio-to-Columbia Class SSBN transition. Responsibilities include managing transition agreements among PMS 397, PMS 396, NAVFAC, CNIC, TRFs, and other stakeholders; defining responsibilities, milestones, funding, and schedules; and coordinating with TRF Bangor, TRF Kings Bay, public shipyards, and Naval Warfare Centers to verify the readiness of dry docks, piers, industrial equipment, and specialized facilities. The role will also assess POM requirements, align MILCON and facility sustainment, restoration, and modernization funding with long-term infrastructure needs, and apply lessons learned from previous submarine-class transitions to mitigate facility and infrastructure risks.

This role is on-site at Washington Navy Yard, DC and eligible for up to 20% travel (CONOCONUS) based on the needs of the client.

Qualifications

Required Qualifications:
  • Bachelor's or Advanced Degree in Engineering, Operations Research, Business Administration, or a related technical field.
  • 10+ years of experience in engineering, science management, operational facility planning, or major defense infrastructure/acquisition programs.
  • Significant background supporting U.S. Navy submarine programs, naval installations, or fleet support activities.
  • Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment.

Desired Qualifications:
