ENTERPRISE ARCHITECT
Mandatory Qualifications
- Minimum of three (3) years of FTE experience utilizing industry and state Enterprise Architecture (EA) frameworks (such as Federal Enterprise Architecture Framework (FEAF), California Enterprise Architecture Framework (CEAF), MITA, Zachman, The Open Group Architecture Frameworks (TOGAF), and Service Oriented Architecture (SOA); and Object Management Group modeling standards, Pragmatic Enterprise Architecture Framework (PEAF), etc. for the success of EA programs.
- Minimum of five (5) years of FTE experience working in Enterprise Architecture.
- Minimum of three (3) years of FTE experience developing and managing strategic plans and measuring progress and outcomes.
- Minimum of five (5) years of FTE experience performing business outcome analysis, As-Is documentation, and target architecture development for business-information-technology elements.
- Minimum of five (5) years of FTE experience with enterprise portfolio management and developing roadmaps that can be leveraged to create projects in a prioritized fashion to ensure re-usable components are identified as dependencies for follow on projects.
Desirable Qualifications
- Possess a bachelor’s degree from an accredited college or university.
- Minimum of two (2) years of in-depth FTE experience with process redesign methods (such as business process re-engineering, Six Sigma or total quality management) and modeling tools (especially Sparx Enterprise Architect) and an understanding of Business Process models and management. Experience with workflow and integration methods and tools.
- Minimum of two (2) years of FTE experience working with any California Health and Human Services programs and projects, such as California Statewide Automated Welfare System (SAWS), California MediCal Eligibility Determination System (MEDS), California Healthcare Eligibility, Enrollment and Retention System (CalHEERS).
- Certification in Enterprise Architecture.
- Minimum of two (2) years of FTE experience with, or working on requirements related to the MITA initiative.
- Minimum of two (2) years of FTE experience reflecting the ability to communicate effectively in a multidisciplinary environment (i.e., business and technical staff, management, clinicians).
Job Responsibilities-
Architects enterprisegrade cloud infrastructure architectures in AWS, ensuring alignment with DHCS security, networking, and operational standards.
Develops technical architecture patterns and reference implementations to support BOTSD platforms (Business Operations Technology Services Division within the California Department of Health Care Services (DHCS), applications, and shared services.
Architects, builds, and supports operationalization of cloud infrastructure components (e.g., VPCs, subnets, routing, IAM, compute, storage, databases, container services, load balancing, monitoring).
Architects, builds, and supports adoption of infrastructureascode (IaC), and Continuous Integration and Continuous Delivery/Deployment (CI/CD) pipelines for repeatable, compliant, scalable, and automated deployments using tools such as CloudFormation, Terraform, or CDK.
Translates business and system requirements into detailed technical designs and working cloud infrastructure solutions.
Partners closely with BOTSD engineering, operations, and product teams to implement architectures, resolve technical challenges, and support system modernization efforts.
Supports cloud migration planning and execution, including environment setup, cutovers, validation, and postmigration optimization.
Ensures compliance with DHCS cloud governance, guardrails, and architectural review expectations.
Produces technical documentation, architecture diagrams, and operational runbooks to support ongoing maintenance and team knowledge transfer.
