Position Overview

KayDev Technology is seeking an experienced Healthcare Business Analyst for a 24-month opportunity with the New York State Department of Health in Albany, NY. The position requires extensive experience with public-health information systems, Medicaid or CHIP, Oracle database products, CMS standards, healthcare EDI transactions, enterprise applications, and large-scale healthcare data warehouses.

Required Qualifications

Candidates must have:

  • At least 84 months of experience with public-health information systems, such as Medicaid or the Children’s Health Insurance Program (CHIP).

  • At least 84 months of experience using Oracle products, including SQL Developer and SQL Plus, and executing SQL scripts using DBeaver to query Vertica and Oracle databases.

  • At least 84 months of experience working with stakeholders and vendors throughout the entire project lifecycle, from requirements gathering through implementation.

  • At least 84 months of experience with Centers for Medicare & Medicaid Services standards and codes, including EDI 837, EDI 834, ICD codes, HIPAA, and CMS Medicaid reports such as T-MSIS and CMS-64.

  • At least 64 months of experience analyzing, designing, and testing enterprise applications using Java/J2EE, XML, SOAP, DB2 or Oracle, and web services.

  • At least 36 months of experience in a high-volume data warehouse environment processing billions of healthcare records, including an understanding of source, staging, and publishing ETL databases and related row- and column-level security.

  • A bachelor’s or master’s degree in Computer Science or Information Technology.
