The North Carolina Department of Revenue (NCDOR) is seeking an experienced Program Manager to lead a large-scale Tax System Modernization Program. This is a multi-year transformational initiative focused on modernizing tax administration systems, business processes, taxpayer service channels, and data structures through multiple software release cycles.

The Program Manager will be part of the Transformation Management Office (TMO) and will work closely with executive leadership, program directors, business stakeholders, and implementation vendors to ensure successful program delivery.

Responsibilities

• Lead planning, execution, and monitoring of the Tax System Modernization Program.
• Develop and maintain program roadmaps, schedules, milestones, and resource plans.
• Coordinate activities with vendors, technical teams, functional teams, and business stakeholders.
• Ensure adherence to project and program management best practices.
• Manage program risks, issues, dependencies, decisions, and action items.
• Serve as the primary liaison between NCDOR and the implementation vendor's Project Manager.
• Prepare and present executive-level status reports, dashboards, and steering committee updates.
• Facilitate governance meetings and support executive decision-making.
• Manage change requests and ensure proper approval processes are followed.
• Oversee vendor deliverables, contract milestones, and payment approvals.
• Collaborate with organizational change management teams to support user readiness and adoption.
• Ensure alignment with other enterprise initiatives and technology projects.
• Lead and mentor project managers supporting various program workstreams.
• Maintain staffing plans and resource allocation strategies.
• Support budget tracking, forecasting, and procurement activities.
• Ensure compliance with state, federal, and agency technology requirements.

Required Qualifications

• Minimum 7 years of experience in Program Management or Project Management.
• Proven experience leading large-scale modernization, transformation, or enterprise implementation programs.
• Strong experience working with executive leadership and governance committees.
• Demonstrated ability to manage complex projects involving multiple stakeholders and vendors.
• Experience developing executive dashboards, reports, and presentations.
• Strong leadership, communication, organizational, and problem-solving skills.
• Experience with project management tools such as Microsoft Project.
• Proficiency with Microsoft Office Suite, SharePoint, and Microsoft Teams.

Preferred Qualifications

• PMP or PgMP certification.
• Experience working within government or public sector organizations.
• Experience with tax administration, revenue systems, or taxation-related projects.
• Knowledge of Agile project management methodologies.
• Experience managing enterprise application implementations and digital transformation initiatives.
