Position Overview: The Sr Manager ? Software QA is a senior leadership role in Testing Services responsible for program-level test management for large-scale system implementations. This role drives end-to-end quality engineering strategy, execution, and governance across multiple internal workstreams, external partner integrations, and Client UAT to ensure on-time, high-quality delivery aligned with the go-live timeline.
Responsibilities:
? Define and execute a unified program-level test strategy and integrated master test plan across all applications and workstreams.
? Own and govern the end-to-end testing lifecycle including functional, integration, automation, performance, partner testing, UAT and Client Acceptance Testing support.
? Establish and track program-level KPIs and quality metrics.
? Ensure adherence to the Program level Systems Implementation Test Plan across all workstreams and delivery teams including entry and exit criteria for each testing phase.
? Oversee integrated test planning and execution, and dependency management across teams and partners.
? Drive environment, test data, and interface readiness.
? Lead defect management and triage governance.
? Act as liaison for client and partner testing coordination.
? Serve as escalation point for testing-related risks.
? Manage and provide oversight for all Test-related deliverables, test documentation including RTM.
? Proactively identify, track, and mitigate program risks, testing bottlenecks, and quality issues.
? Provide Executive-level reporting on testing progress, risks, and overall quality health.
? Drive collaboration across development, product, business, and operations teams.
? Promote adoption of modern QE practices including AI-based testing, test automation, and DevOps integration.
? Ensure compliance with organizational standards, regulatory requirements, and best practices.
Qualifications & Skills:
? 8+ years of experience in software quality assurance with 3+ years in program level testing leadership roles.
? Experience managing large-scale, complex programs, preferably in government or regulated environments.
? Strong understanding and hands-on experience in Agile, DevOps, and SDLC methodologies.
? Experience with integrated enterprise systems that include components such as Eligibility & Enrollment, Case Management, Document Management, Financials, and integrations with Telephony platform
? Excellent written and verbal communication skills with executive-level presentation experience.
Technical Competencies:
? Strong experience with various types of testing such as UI, API, integration, end-to-end, and UAT testing
? Experience with CI/CD tools (e.g., Jenkins).
? Advanced proficiency in test management tools such as Jira and Xray and Software Engineering Intelligence Platforms
? Understanding of automation frameworks, cloud platforms, integration points, and performance/security testing.
Leadership & Management Skills:
? Program governance experience aligning QA strategies with business outcomes.
? Strong stakeholder management and executive communication skills.
? Proven ability to lead large high-performing QA teams.
? Strong decision-making and risk management skills.
Education Requirements:
Bachelor?s degree in Computer Science, Engineering, or a related field.
