Summary

Duties Description As a member of the Information Technology Unit team, the selected candidate will function as Level-1 Help Desk support, providing in-person assistance to internal State Board of Elections (SBOE) staff and support via telephone for public users of SBOE applications. The ITS 1 will be responsible for the analysis, design, support and maintenance of the New York State Board of Elections mission critical systems (NYSVoter, Campaign Finance, and web-based applications). Additionally, the selected candidate will perform testing as needed, gather system requirements, and other related duties. The ITS 1 will assist with end user support including assistance with the submission of election campaign filing information. The ITS1 will also support hardware, network, and other operational software systems as needed.

Minimum Qualifications Civil Service exams are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.
Non-Competitive Qualifications for appointment under the NY HELPS Program:

Either 1. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science.

Or 2. one year of experience in information technology.

Experience in information technology includes experience in one or more of the following computer-related areas: artificial intelligence; automation; business/systems analysis; cloud computing; computer installation; diagnosis and repair; computer programming; cybersecurity/information assurance; data analytics; database administration, design and management; design and development of geographic information systems; design and development of computer aided drafting applications; digital forensics; informatics; information technology; IT customer support and training; interactive user experience (UX); internet/intranet development, design, and maintenance; knowledge management; network management; program design; program testing; project management; server management; storage management; systems management; technical writing; telecommunications; virtual technology. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required, but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary, pending a Civil Service Commission action, to permanent non-competitive, and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without having to complete an examination. Employees will then be afforded all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The New York State Board of Elections (NYSBOE) will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis.
