Information Systems Officer (Applications & Data Platform Support)

Background

Our client is implementing a department-wide Digital Transformation programme aimed at modernizing information systems, strengthening data governance, and enabling data-driven decision-making across headquarters and field operations.


The Information Management Unit (IMU) leads the design, development, and operational management of the client's digital platforms, including:

? UNSMIN and related operational applications;
? Power Platform solutions (Power Apps, Power Automate, Power BI, Power Pages);
? The client's Data Platform built on Microsoft Fabric and associated Azure services (Dataverse; Azure SQL Server, APIs);
? Data integration and analytics services supporting global security operations.

Given the operational criticality of these platforms, IMU requires additional technical capacity to ensure business continuity, redundancy of critical technical functions, and sustainable platform operations.

Our client seeks a full-time consultant to act as:
? Technical backup to the Application Manager; and
? Supporting resource to Data Engineering functions within the client's Data Platform.

Objective:
The objective of this assignment is to strengthen operational resilience and technical sustainability of the client's digital platforms by providing mid-level technical expertise across both application development and data engineering domains.

The contractor will contribute to system design, maintenance, troubleshooting, and continuous improvement while ensuring continuity of critical services.

Scope of Work

Under the supervision of the Chief, Information Management Unit (IMU) and/or Programme Management Officer, the consultant will perform the following functions:

Application Development & Platform Support (Primary Function)

? Act as backup developer and technical support resource for IMU enterprise applications.
? Design, develop, and maintain solutions using Microsoft Power Platform technologies (Fabric; Dataverse; Power Apps; Power Automate; Power Pages; PowerBI).
? Support lifecycle management of applications, including testing, deployment, and upgrades.
? Troubleshoot production issues and implement corrective solutions.
? Contribute to application architecture discussions and technical design decisions.
? Ensure compliance with the client's ICT governance, security, and development standards.
? Optimize performance and usability of existing solutions.

Data Engineering & Data Platform Support (Secondary Function)

? Support development and maintenance of data pipelines within the client's Data Platform using Microsoft Fabric and Azure data services.
? Assist in integrating Dataverse, SQL Server, APIs, and Azure-based data services.
? Support configuration and monitoring of cloud-based data workflows and storage environments.
? Contribute to data modeling, transformation, and analytics dataset preparation.
? Assist in monitoring platform performance and resolving data pipeline failures.
? Support implementation of data governance, access control, and data quality mechanisms across Azure environments.
? Collaborate with Data Engineers and implementation partners on platform architecture evolution.

Operational Continuity & Knowledge Management

? Maintain technical documentation for applications and data solutions.
? Ensure solutions are maintainable and transferable across team members.
? Support knowledge transfer and cross-training within IMU.
? Contribute to continuity planning for critical systems.

Technical Coordination

? Collaborate with:
? IMU and other personnel both in HQ and in the field.
? External implementation partners (e.g., KPMG, MapAction, HelpNGO);
? Technical teams and other stakeholders.

? Participate in technical reviews, architecture discussions, and solution planning.

Deliverables

? Maintenance and enhancement of assigned applications and data services.
? Technical documentation updates.
? Contributions to application and data engineering deliverables.
? Monthly progress reports.
? Knowledge transfer outputs and technical handover materials.

Required Qualifications:

Education:
? Advanced university degree (Master?s degree or equivalent) in Computer Science, Information Systems, Software Engineering, Data Engineering, or related field. A first-level degree with additional relevant experience may be accepted in lieu of an advanced degree.

Experience:
? Minimum 5 years of progressively responsible experience in information systems development, data engineering, or enterprise platform support.
? Experience developing solutions using Microsoft Power Platform.
? Experience working with Fabric and Dataverse.
? Experience working with relational databases and data integration processes.
? Experience supporting enterprise production systems.
? Experience in international organizations or public-sector environments is desirable.
