Role Description: 

The Insourcing Manager serves as an independent subcontractor responsible for planning, coordinating, and managing the transition of contracted services to internal government or contractor personnel. This role ensures successful execution of insourcing initiatives while maintaining operational continuity, regulatory compliance, and project objectives.

Key Responsibilities

  • Lead and manage insourcing projects from planning through implementation.
  • Develop project plans, schedules, risk assessments, and transition strategies.
  • Coordinate with government stakeholders, contractors, and cross-functional teams.
  • Monitor project milestones, budgets, and performance metrics.
  • Identify and mitigate project risks to ensure uninterrupted operations.
  • Support workforce transition, knowledge transfer, and process documentation.
  • Provide regular status updates and recommendations to program leadership.
  • Ensure compliance with applicable federal regulations, contract requirements, and organizational policies.

Qualifications

  • Bachelor''s degree or equivalent experience in Business, Project Management, Public Administration, or a related field.
  • Minimum of 5 years of experience managing insourcing, outsourcing, transition, or operational improvement projects.
  • Experience supporting federal government contracts preferred.
  • Strong project management, communication, and stakeholder engagement skills.
  • Proficiency with Microsoft Office and project management tools.

Desired Skills

  • Project management certification (PMP preferred).
  • Experience with federal acquisition and contract environments.
  • Ability to manage multiple priorities in a fast-paced, regulated environment.

Travel: up to 25%

Education Level: Bachelor''s degree or equivalent experience in Business, Project Management, Public Administration, or a related field.
