Nature of Work

The Data Warehouse Specialist 1 position is an entry-level position that serves as a BI Visual Analytics and UI/UX Design Specialist within the Office of Management Information Services Dashboard Team. The role focuses heavily on the artistic direction, user interface (UI) design, and user experience (UX) of state dashboards for WV Departments of Health, Health Facilities, and Human Services as well as the Office of Shared Administration.

The specialist will use design-centric tools like Figma to build high-fidelity visual mock-ups before building front-end views in Tableau or Power BI. The core goal is to turn raw data into clean, beautiful, and intuitive visual stories that state leaders can understand at a glance.

General Skills & Duties

1. Graphic Design & Visual Layout (40% of Daily Time)
Visual Interface Design: Apply graphic design principles to create balanced dashboard layouts.
Typography & Iconography: Select clean fonts and design custom icons to make reports easy to read.
Color Theory Application: Choose color palettes that look professional and highlight critical data trends.
Figma Wireframing: Build interactive, high-fidelity visual mock-ups in Figma to test layouts.
Style Guide Creation: Create and maintain visual design templates so all state reports look uniform.

2. Understanding Data & Problem Solving (20% of Daily Time)
Business Goals & KPIs: Turn general business needs into specific key performance indicators or business goals. You will decide which data points best answer a user's questions.
Visual Diagnostic Logic (Critical Thinking): Applies critical thinking to troubleshoot "dashboard confusion." Diagnoses whether user feedback on reports stems from a data accuracy problem or a visual hierarchy failure.
Contextual Data Storytelling: Moves beyond raw visualization to create a narrative. Uses pattern recognition to highlight outliers, anomalies, or trends critical for executive decision-making.
Information Synthesis: Condenses large, complex datasets into high-level executive summaries by filtering out non-essential data to drive organizational action.

3. Building Dashboards (30% of Daily Time)
Visual Storytelling: Move finalized Figma layouts into front-end tools like Tableau or Power BI.
User-Centric Design: Focus heavily on how the user interacts with the dashboard buttons and filters.
Component Library Upkeep: Maintain a centralized library of chart styles, logos, and layout grids.
No Heavy Coding: Focus strictly on visual presentation rather than backend database management or SQL programming.

4. User Experience & Accessibility (15% of Daily Time)
Accessible Design: Use WCAG-compliant colors and layouts so users with visual impairments can read the data.
Information Architecture: Group data metrics logically to keep screens clean and reduce eye strain.
Usability Testing: Gather feedback from state agency users to see if layouts are easy to navigate.

5. Team Support & Planning (15% of Daily Time)
SOP Development: Write clear, basic design instructions for future dashboard builders.
Meeting Tracking: Document project requirements and visual design feedback from stakeholders.
Project Support: Track project timelines and communicate updates to the Dashboard Team Manager.

Minimum Qualifications

Training: A Bachelor Degree from an accredited four-year college or university.
Substitution:
(1) An Associate Degree in a related field and two years of full-time or equivalent part-time paid experience in report design with one or more current specialized reporting tools may substitute for the required training.
OR
(2) Four years of full-time or equivalent part-time paid experience in report design with one or more current specialized SQL reporting tools may substitute for the required training.
OR
(3) Successful completion of an authorized certification program emphasizing in the capabilities and functionality of the specialized reporting tools may substitute for two years of experience listed in (1) and (2) above.
