Location: Austin, Texas (100% Onsite)

Interview Mode: In-Person or Microsoft Teams

Position is 100% ONSITE in Austin, Texas
NO REMOTE WORK allowed
Only LOCAL candidates within a 50-mile radius of Austin will be considered
Candidate must have strong experience in Legacy to Web Application Modernization projects

Position Summary

Under the direction of the IT Applications Director, the PM/Business Analyst will support enterprise modernization initiatives by leading and executing business and technical analysis activities focused on converting legacy applications into modern web-based solutions.

This role requires strong expertise in legacy system analysis, SDLC methodologies, stakeholder management, .NET technologies, and SQL-based systems. The ideal candidate will work closely with developers, architects, technical teams, and business stakeholders to gather, document, validate, and manage requirements for modernization projects.

Key Responsibilities:

Lead requirements gathering and analysis activities for legacy system modernization projects
Analyze legacy applications, databases, workflows, and business processes
Document business, functional, technical, and non-functional requirements
Translate legacy application behavior into modern web-based system requirements
Conduct gap analysis between current and future-state systems
Collaborate with .NET development teams and SQL database teams
Facilitate stakeholder meetings, walkthroughs, and requirements sign-offs
Support project planning, task tracking, milestone reporting, and risk management
Provide clarification and validation support during development and testing phases
Communicate project status, issues, dependencies, and risks to leadership

Required Skills:

Extensive experience in Legacy System Analysis & Modernization Strategies
Strong experience with SDLC methodologies for web-based applications
Expertise in Requirements Elicitation & Documentation
Experience translating legacy systems into modern web application requirements
Strong Stakeholder Management & Communication skills
Experience with Project Coordination and Task Tracking
Knowledge of SQL-based Data Models and System Integrations
Experience reviewing workflows and identifying modernization opportunities
Strong technical documentation and presentation skills
Experience working with cross-functional technical and business teams
Ability to identify compliance and system gaps with proposed solutions
Experience working in fast-paced modernization environments

Required Qualifications:

Bachelor’s degree in Business, Computer Science, Information Systems, or related field
11+ years of experience in PM/BA or Business Analysis roles
8+ years of experience converting legacy applications into web-based solutions
8+ years of hands-on experience working with .NET development teams and SQL databases
8+ years supporting large-scale IT systems in government or regulated environments
Experience with project management methodologies
PMP, PMI-PBA, CBAP, or similar certifications preferred

Preferred Experience:

Government or State Agency project experience
Large-scale modernization initiatives
Enterprise web application migration projects
