  • Controls Testing & Data Analytics Specialist

Summary

job summary:

Operating within a newly established fraud risk management program, the Controls Testing & Data Analytics Lead Specialist bridges the gap between traditional operational/financial auditing and modern data analytics. This role is responsible for the hands-on evaluation, testing, and continuous monitoring of control environments to mitigate a landscape of 180 financial, operational, and cyber fraud risks.

This is an individual contributor role focused on active execution, not high-level oversight. The ideal candidate will leverage data analytics to build stronger safeguards from the ground up, manage hotline interactions, flag anomalous data, and compile structured insights for seamless handoffs to the Office of Inspector General (OIG) for formal investigation.

location: Washington, Washington, D.C.

job type: Contract

salary: $55 - 60 per hour

work hours: 9am to 5pm

education: Bachelors

responsibilities:

Hands-on Execution: Design, build, and directly execute data-driven control testing procedures to identify gaps and vulnerabilities across enterprise-wide risk vectors.

Continuous Monitoring: Develop and implement continuous monitoring scripts and analytical models (using SQL, Python, PowerBI, etc.) to track control effectiveness in real-time.

OIG Collaboration: Manage intake from hotline interactions, evaluate anomalous data flags, and compile comprehensive, structured insights for clean forensic handoffs to the OIG.

Process Optimization: Collaborate actively with finance, internal stakeholders, and technology teams to build and optimize robust Internal Control over Financial Reporting (ICFR) and operational fraud control activities.

Vocal Leadership: Provide proactive recommendations and vocal feedback to leadership to mature and better define an unstructured, evolving fraud risk management framework.

qualifications:

Hands-on Audit & Control Experience: A strong, established background in Internal Control over Financial Reporting (ICFR), operational control testing, or SOX compliance. Note: Candidates whose experience is limited strictly to IT control testing, Anti-Money Laundering (AML), Check Fraud, or Cyber-only fraud will not be considered.

Recent Execution Focus: Demonstrated recent experience personally executing and building tests, rather than directing, managing, or overseeing the work of others.

Data Analytics for Fraud Detection: Proven technical capability to write and leverage data analytics (e.g., SQL, Python, PowerBI, ACL, IDEA) to automate and scale control testing and identify fraud indicators rather than relying solely on manual auditing.

Adaptability: Thrives in an unstructured, evolving environment and possesses the problem-solving mindset necessary to establish processes where none currently exist.

Communication: Exceptional collaborative and vocal communication skills to actively influence control owners and make strategic process suggestions.

Equal Opportunity Employer: Race, Color, Religion, Sex, Sexual Orientation, Gender Identity, National Origin, Age, Genetic Information, Disability, Protected Veteran Status, or any other legally protected group status.
