Job Description:

Scope of Services:

Services Overview. The Candidates selected and provided by the Successful Respondent(s) under a CPA contract resulting from this solicitation will be part of CPA’s Fiscal Management Statewide Fiscal Oversight team, providing support for CAPPS STARR and all ancillary systems. The selected Vendor''s Candidate must be adaptable and able to learn and integrate new systems and platforms as needed.

The Candidate will perform the following tasks as a CAPPS STARR Business Analyst:

·       Work will involve analyzing and understanding CAPPS STARR user requirements; reviewing, assessing, and developing business processes relating to the procured software; and creating and validating user acceptance testing. Where applicable, Candidates will provide feedback and contribute expertise to improve applications and development processes.

·       Work with internal business users to evaluate business needs, analyze processes, and document decisions for the CAPPS STARR solution. 

·       Prepare or review detailed specifications to describe the sequence of steps that the CAPPS STARR solution and interfacing applications must follow including the input, output and logical operations involved.

·       Identify problems and propose innovative solutions.

·       Participate in project management, coordination, planning, and scheduling with CPA staff in an Agile environment as needed.

·       Provide system expertise and functional/technical support to other team members by communicating complex concepts clearly, accurately, and effectively both verbally and in writing.

·       Provide functional and technical expertise for CPA legacy mainframe systems, PeopleSoft and/or other ERP modules, as they exist and interface in a highly customized and complex environment.

·       Attend stand-up meetings with developers and business users to coordinate activities.

·       Gather business requirements that will be created as user stories for the procured software.

·       Prepare mockups, charts, diagrams, and tables that depict the present and/or proposed requirements.

·       Review, coordinate and gather historical legacy data for migration into CPA’s data warehouse, where applicable.

·       Participate in user acceptance testing for the implementation of user stories into production environment.

·       Take ownership of reported issues and complete assigned tasks in an efficient and timely manner reporting progress to the CAPPS STARR project team.

 

Required Skills:

8 Years of Experience and hands on knowledge of concepts, practices, and procedures related to governmental accounting, budget and payee systems

5 Years of Experience as a business analyst leading large organizations in upgrading and modifying a legacy financial system

5 Years of Experience in use of USAS, TINS, or SPA.

5 Years of Experience in use of PeopleSoft, or other CAPPS ERP systems.

5 Years of Experience with creating and documenting requirements using Agile and/or other SDLC development methodologies.

5 Years of Experience in developing a cost saving budget and operating plans

5 Years of Experience with unit and system testing, and documenting results.

5 Years of Proficient with the Microsoft Office products, including Outlook, TEAMS, Project, Word, Visio, Excel and PowerPoint

3 Years of Experience in project management with IT related projects.

3 Years of Experience in providing consultation to business users and technical resources.

3 Years of Experience in collaborating and communicating effectively across multiple subject matter groups.

3 Years of Experience with highly complex application security requirements and determining security requirements

2 Years of Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.

 

Preferred Skills:

2 Years of Knowledge of JIRA environment.

2 Years of Knowledge of Microsoft SharePoint

2 Years of Knowledge of facilitation techniques and experience using them in work groups

1 Year of Knowledge of Microsoft Visio or other workflow software.

 

Must be able to:

·        Work independently in a diverse team environment with on-site and remote teams

·        Multi-task with a willingness to put in extra efforts when necessary

·        Follow written standards and procedures as well as work independently

·        Keep management informed of the status of ongoing activities through accurate, timely, and appropriate reporting

 

Must have:

·       Strong written, verbal, and interpersonal communication skills.

·       Experience with project management, requirements gathering, and user acceptance testing.

·       Strong research and problem-solving skills. 

·       Experience with Agile and/or other SDLC development methodologies.
