Own the CI/CD platform every development team on a federal program depends on, and lead its 90-day transition with zero disruption to production.

This position is contingent upon contract award.

About the role

Innosoft Corporation is standing up the DevSecOps platform function for a large digital services contract supporting a federal health agency. You will own the continuous integration and delivery platform every development team depends on, and you will own the 90-day transition of that platform from the incumbent contractor. The customer has set zero disruption to production operations as a non-negotiable transition requirement. You are the person accountable for meeting it.

This is a hands-on platform leadership role. It suits someone who has run a large Jenkins or CloudBees estate in production, not someone who has only architected one.

Scale and context

  • 25 CloudBees CI controllers under management.
  • Approximately 70,000 builds per month.
  • More than 10,000 repositories across GitHub Cloud and GitHub Enterprise.
  • Up to approximately 1,000 users per tool.
  • 25 or more build package types in Artifactory.
  • A 90-day transition with defined phase gates.

Location and schedule

  • Remote within the continental United States, with periodic on-site presence in the Baltimore, MD area.
  • Full-time, salaried. Reports to the Program Manager.
  • Heightened availability during transition cutover and peak release windows.

What you will do

CI/CD platform operations

  • Administer and configure the CloudBees Jenkins Operations Center, holding stability, high availability and consistent configuration management across all 25 managed controllers.
  • Manage EKS autoscaling clusters for build agents, provisioning and deprovisioning compute against variable demand while holding performance, cost efficiency and cluster health.
  • Optimize pipeline performance and monitor proactively, resolving bottlenecks, failures and degradations, and deliver automated build analytics and performance reporting.
  • Maintain integration with GitHub Cloud and GitHub Enterprise including connectivity, webhook configuration and reliable workflow triggering.
  • Define and enforce standardized technology stack version baselines, and publish reusable pipeline templates and shared libraries that teams consume.
  • Maintain all controller and platform configuration as code, so any controller can be rebuilt from source without manual reconstruction.

Transition leadership

  • Deliver a documented assessment of every tool to be transitioned, including inherited security posture.
  • Assume operational monitoring and Level 1 incident response, and get the detailed transition plan with milestones, risk mitigation and rollback procedures approved by the customer.
  • Assume full operational ownership and execute the first program-owned maintenance windows.
  • Deliver the first operational status report, initiate Year 1 roadmap planning, and close the transition with zero production incidents attributable to it.
  • Maintain parallel operation of critical tools where technically feasible; where it is not, secure an approved risk mitigation plan before cutover.
  • Lead the testing team infrastructure separation workstream, establishing dedicated isolated CI infrastructure within its own AWS account boundaries, sequenced so no active test window is disrupted.

Innovation and developer enablement

  • Own AI-driven pipeline resource optimization in production and the dashboards published to development teams.
  • Deliver a phased capability roadmap for AI-assisted pipeline troubleshooting and shared library impact analysis with automated pull request validation gates.
  • Guide teams in adopting the enterprise DevOps pipeline and support adoption of trunk-based development as part of DORA assessment.
  • Define DevOps tool objectives for each Program Increment and track risks, blockers and progress with delivery teams.
  • Establish and host cross-team forums, integration checkpoints, tech talks and game days.

Eligibility

  • U.S. person, able to obtain and maintain a federal Public Trust suitability determination and HSPD-12 PIV credential. In-person identity proofing required.
  • All work performed within the continental United States. No exceptions.
  • Company-issued, federally hardened equipment required. Personal devices are not permitted.

Requirements

What you need

  • 8+ years operating enterprise CI/CD platforms, including at least 4 in production at comparable scale and at least 2 leading a delivery team.
  • Direct hands-on Jenkins administration at scale, ideally CloudBees CI with Operations Center and managed controllers.
  • Demonstrated experience running build infrastructure on Kubernetes including autoscaling agent fleets.
  • Experience integrating CI/CD with GitHub Enterprise and GitHub Cloud including webhook and organization-level configuration.
  • Demonstrated experience leading a platform transition or migration with a hard no-disruption requirement, including rollback planning.

Minimum education

Bachelor degree in a technical field, plus 8 years of relevant experience.

Equivalent combinations accepted: Master degree + 6 years, Associate degree + 10 years, High school diploma or GED + 12 years.

Preferred qualifications

  • Prior experience within a CMS or HHS environment, particularly a FISMA boundary or comparable shared services platform.
  • Experience at 50,000 or more builds per month.
  • Experience driving trunk-based development adoption across teams that did not previously practice it.
  • Familiarity with JFrog Artifactory and Xray in the pipeline path, and with image promotion gating on vulnerability severity.

Certifications

CloudBees Certified Jenkins Engineer or equivalent. Certified Kubernetes Administrator and AWS Solutions Architect Associate preferred, with completion expected within twelve months where not held.


Benefits

Compensation

The salary range for this position is $170,000 to $175,000 annually. Actual compensation is determined by experience, qualifications, skills, location and internal equity. This range reflects the anticipated base salary and does not include bonus, benefits or other compensation.

Award contingency

This position is contingent upon contract award. Candidates selected will receive a contingent offer and will begin the federal suitability and credentialing process, which can take several weeks to several months. Employment begins only upon award and successful adjudication.

Equipment and security

This role requires the use of company-issued equipment configured to federal security baselines. Personal devices may not be used to access client systems or data. Employees must complete federal security awareness, privacy and records management training and execute a non-disclosure agreement before performing any work.
