The Senior Database Developer will work closely with the Systems Integration, Health Data Visualization, and Database Administration teams, along with STD/HIV program staff.
The ideal candidate is self-motivated, collaborative, and capable of working with minimal supervision while handling multiple priorities. Responsibilities include researching and designing technical solutions, developing ETL processes, creating specifications and data flows, writing advanced SQL queries and stored procedures, producing reports, supporting system validations, collaborating with stakeholders, and providing technical guidance throughout the project lifecycle.
The consultant will participate in a team supporting STD/HIV systems, data migrations, data pipeline enhancements, data warehousing, reporting, and Electronic Case Reporting (eCR) initiatives. Responsibilities include planning, design, configuration, process development, SSIS development, scripting, automation, and collaboration with DPH staff, vendors, and the Office of Information Technology.
The consultant will coordinate daily assignments with the IT Section Manager and Team Lead while ensuring timely, accurate completion of deliverables, resolving technical issues, communicating project status, and escalating risks when appropriate.
Responsibilities
* Prepare and maintain process documentation, data flow diagrams, and technical documentation.
* Gather business requirements, perform gap analysis, and document functional specifications.
* Assist with project planning, effort estimation, scheduling, and status reporting.
* Develop, automate, and maintain ETL processes and data pipelines.
* Design, develop, optimize, and troubleshoot Microsoft SQL Server stored procedures and advanced T-SQL queries.
* Rewrite legacy SAS processes into SSIS packages and Power BI solutions.
* Develop, enhance, and monitor reporting and data warehouse solutions.
* Automate data loading into Data Warehouse and Disease Surveillance systems, including CDC SAMS, eHARS, and EpiTrax.
* Parse and process XML, CSV, SOAP, HL7, and other structured data formats.
* Support database and system migrations, testing, validation, and deployment activities.
* Assist with Electronic Case Reporting (eCR), including condition authoring, data imports, automation, troubleshooting, reporting, and analysis.
* Monitor production environments to ensure data integrity, system performance, and response times.
* Automate routine maintenance and operational processes.
* Troubleshoot and optimize existing applications, ETL jobs, and database processes.
* Support server, database, and application upgrades along with new environment configurations.
* Ensure high availability and business continuity for critical systems.
* Provide technical leadership, best practices, mentoring, and knowledge sharing with team members.
* Modify and redesign existing processes to comply with agency security standards and industry best practices.
Skills Needed
* 3+ years of experience with Microsoft T-SQL, including stored procedures, advanced queries, and performance optimization.
* 3+ years of ETL process development experience.
* 1+ year of SQL Server Integration Services (SSIS) experience.
* 3+ years of report development experience.
* 3+ years of experience with data warehousing and relational databases.
* 1+ year of experience with HL7 v2.3.1–2.5.1, including ORU messages.
* 3+ years of XML experience.
* 3+ years of Microsoft SQL Server 2016 or newer.
* 1+ year of experience with healthcare security and data classification standards, including HIPAA, PHI, PII, CJIS, and CDC requirements.
* Experience managing large datasets (1 TB or larger).
* Requirements gathering and technical documentation.
* Public Health or Disease Surveillance Systems.
* Statistical Analysis System (SAS).
* LOINC and SNOMED.
* FASTQ files and demultiplexing.
* R and RStudio.
