GIS Network Model Analyst/Data Analytics Lead

Salary Grade: G05
Minimum Midpoint Maximum
$94,831 - $128,022 - $161,213

SUMMARY:

Under limited supervision, supports the development of the Company's Geographic Information System (GIS) projects. Reviews data developed by Company users/departments, consultants and contractors.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Acts as a lead in programming GIS

Provides mapping, internet, web based, and technical support to users and other GIS programmers

Leads the design and development of complex spatial and non-spatial databases, and GIS training

Prepares GIS related reports and makes presentations

Leads the design, creation, modification, and management of GIS applications for development of the Company's Enterprise GIS Internet System

Leads the maintenances and management of GIS hardware, software and applications

Supports data transmission of Company GIS data, maintains and executes comprehensive Quality Control assurance programs as it relates to GIS

Analyzes and interprets data from a variety of spatial and non-spatial data formats

Evaluates complex interrelationships between data sources

COMPETENCIES:

Strong knowledge of state-of-the-art technology, equipment, and systems

Extensive knowledge of various computer languages, Database Management Software (DBMS) and hardware platforms to be able to recommend which is best for an application

Extensive knowledge of networks, local area networks, and various types of workstations

Ability to assess project benefits and priorities

Ability to prioritize, schedule, organize, focus on, and complete work

Action-oriented, detail-oriented, goal-oriented

Ability to understand and assimilate complex technical information

Ability to maintain positive and productive working relationships with various individuals and groups

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor s degree in Geography, Computer Sciences, Planning or related earth sciences field with five to seven years of related experience, or equivalent combination of education and/or experience related to the discipline.

COMMUNICATION SKILLS:

Ability to read, analyze, and interpret complex documents

Ability to write reports, business correspondence, and procedure manuals

Ability to respond effectively to sensitive inquiries or complaints

MATHEMATICAL SKILLS:

Ability to apply the concepts of fractions, percentages, ratios, and proportions to situations

Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume

COMPUTER SKILLS:

Extensive knowledge of GIS software, database software, ESRI (ArcInfo, AcrView, ArcMAP, ArcGIS Server, ArcIMS), GPS, Oracle, Visual Basic, Feature Manipulation Engine (FME), HTML, and IIS.

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Ability to define complex problems, collect data, analyze alternatives, and reason. Ability to apply common sense understanding to carry out detailed, but uninvolved, written and oral instructions.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit up to 2/3 of the time. Manual dexterity and good vision required. Ability to talk and listen. The employee must occasionally lift and/or move up to 10 pounds.

WORK ENVIRONMENT:

Office environment.
