Responsibilities:

  • Reviews, analyzes, and evaluates business systems and user needs.
  • Formulates system solutions that align with overall business strategies.
  • Applies experience in business process reengineering to improve efficiency.
  • Identifies new technology applications to address business problems and enhance effectiveness.
  • Utilizes industry-standard business process mapping and reengineering methodologies.
  • Prepares solution options, identifies risks, and conducts financial analyses such as cost/benefit, ROI, and buy vs. build evaluations.
  • Documents detailed descriptions of user requirements, program functions, and development steps for modifying or creating computer programs.
  • Works in a SAFe (Scaled Agile Framework) environment supporting a major system modernization project.
  • Contributes to ongoing enhancement efforts for existing Medicaid applications.
  • Provides project and product oversight for Medicaid IT-Contracted Systems initiatives.
  • Supports integrated projects and dependent efforts across multiple teams.
  • Oversees documentation and delivery of application enhancements within the Medicaid IT-Contracted Systems applications team.
  • Acts as an IT stakeholder for various application enhancement initiatives involving multiple Medicaid Enterprise Systems (MES) vendors.
  • Assists in developing processes and documentation to ensure consistent understanding and implementation across teams.
  • Ensures alignment with agency direction for integrated solutions across Medicaid systems.

Qualifications:

  • Required (8 years): Reviews, analyzes, and evaluates business systems and user needs; formulates system solutions aligned with overall business strategies; and has experience in business process reengineering and applying technology solutions to business problems.
  • Preferred (3 years): Experience working in an Agile environment, preferably using the SAFe (Scaled Agile Framework) methodology.
  • Preferred (3 years): Knowledge and experience with client's processes and Texas Medicaid and CHIP systems.
  • 8+ years of experience with the ability to rely on experience and judgment to plan and accomplish goals, independently perform complex tasks, and demonstrate a high degree of creativity and latitude.
  • Minimum 5 years of experience serving as a liaison between the Business community and Customer IT teams (e.g., Architecture, Project Delivery, Application Sustainment).
  • Strong Data Analyst experience, including analyzing raw data.
  • Project management experience, with PMP certification considered a plus.
