Summary

Position Description: Responsible for collecting, organizing, interpreting, and analyzing data to extract meaningful insights and share with stakeholders. The individual is responsible for the following tasks:

A.  Collect, clean, and organize data from various sources for accuracy, completeness, and reliability.

B.  Perform data analysis to identify trends, patterns, and correlations.

C.  Create data models, algorithms, and statistical techniques to solve problems.

D.  Develop actionable insights based on analysis to support decisions.

E.  Collaboration with multiple teams to understand requirements and objectives.

F.   Monitor data quality and integrity.

G.  Develop data visualizations, dashboards, and reports.

Role and Responsibilities:

 ELR Data Monitoring

    • Monitor incoming HL7 ELR messages from laboratories.
    • Track interface engines for message flow, delays, and failures.
    • Review system logs, dashboards, and alerts.
    • Ensure continuous data transmission to NEDSS systems.

ELR Troubleshooting & Issue Resolution

    • Investigate failed or rejected ELR messages.
    • Identify root causes (mapping errors, missing fields, invalid codes).
    • Correct transformation or routing issues in interface engines.
    • Reprocess corrected messages and verify successful delivery.

Data Validation & Quality Assurance

      • Perform data quality checks for completeness and accuracy.
      • Identify duplicate, inconsistent, or anomalous records.
      • Ensure compliance with reporting standards.Support validation against NEDSS system requirements.

Collaboration with Surveillance & Epidemiology Teams

    • Communicate data issues to the Epidemiology Teams.
    • Assist epidemiologists in understanding ELR data discrepancies.
    • Support urgent processing/reporting needs for notifiable conditions.
    • Participate in cross-functional meetings and reviews.

Laboratory & Vendor Coordination

    • Work with laboratories to resolve message formatting issues.
    • Provide guidance on HL7 standards and reporting requirements.
    • Assist with onboarding new lab partners.
    • Coordinate system updates or changes to existing data feeds.

System & Server Maintenance

    • Monitor ELR-related servers and services.
    • Restart services and resolve downtime issues.
    • Apply system updates, patches, and configuration changes.
    • Ensure system stability and uptime.

Testing & Onboarding New ELR Feeds

    • SFTP accounts creations for the required servers
    • Conduct testing of new laboratory interfaces.
    • Validate test HL7 messages before production deployment.
    • Ensure data meets the reporting standards.
    • Support go-live activities for new integrations.

 Process Improvement & Automation

    • Identify opportunities to automate monitoring and alerts.
    • Improve workflows and reduce manual intervention.
    • Enhance system efficiency and scalability.

 

Education: This position requires a Bachelor’s degree from an accredited college or university with a major in computer science, statistics, mathematics, economics, or related field. Three (3) years of equivalent experience in a related field may be substituted for the Bachelor’s degree.

 

General Experience: The proposed candidate must have a minimum of three (3) years of experience in data analytics.

 

Specialized experience: The candidate should have experience as a data analyst or similar role with a strong understanding of data analysis techniques. The candidate should be proficient in SQL, Python, R, or related programming.
