Functional Lead- FEPMIS /LESO

The Law Enforcement Support Office (LESO) application, formally known as the Federal Excess Property Management Information System (FEPMIS), is the system used to manage the entire lifecycle of excess Department of War property that is transferred to law enforcement agencies (LEAs) under the national 1033 Program
It serves as the official automated property management system that ensures accountability, compliance, and visibility for all equipment moving through the LESO program from requisition, to allocation, to ongoing management and reporting.
Requirements & Business Analysis
- Conduct interviews, process mapping, workshops, and data analysis to understand and document business needs.
- Translate business needs into Epics, Features, User Stories, acceptance criteria, and business rules.
- Ensure requirements are testable, traceable, and meet compliance, regulatory, and quality standards.
- Maintain and refine the product backlog, ensuring items are properly detailed, prioritized, and estimated.
Day to day support:
- Lead and manage functional workstreams
- Gather, document, and refine business & technical requirements
- Partner with stakeholders and technical teams to align on solutions
- Drive process improvements and system enhancements
- Oversee UAT, validate functionality, and support release readiness
- Create documentation: user stories, workflows, data mappings
- Support reporting, data analysis, and dashboard needs
- Ensure compliance with organizational, security, and governance standards
