Job Description:
We are seeking an experienced SAP Financials and Public Sector consultant to support a public sector organization with the design and implementation of discretionary fund accounting within an existing SAP ECC on-premise environment. The solution must support current ECC needs while remaining aligned with a planned future migration to SAP S/4HANA Private Cloud.
The consultant will help evaluate and recommend the best SAP design approach for segregated fund accounting, banking, reporting, security, and payment processing requirements, while preserving consolidated enterprise reporting capabilities.
Key Responsibilities:
- Lead discovery sessions to understand financial, budgetary, reporting, security, and payment processing requirements.
- Evaluate current SAP Finance/Public Sector functionality and recommend the optimal design approach.
- Assess potential solutions involving company codes, business areas, fund-based accounting, or a hybrid model.
- Provide best-practice guidance for discretionary/public sector fund accounting in SAP ECC with future S/4HANA alignment.
- Analyze impacts across configuration, workflow, reporting, integrations, security, banking, check processing, and consolidation.
- Support design considerations for vendor/payment processing, fund-specific reporting, bank account setup, reconciliations, and restricted authorizations by fund.
- Document recommended technical architecture, key design decisions, and implementation impacts.
- Review recommendations with client stakeholders and answer functional/technical questions.
Required Experience:
- Strong SAP Financials experience in SAP ECC, ideally ECC 6.0 EHP8 or similar.
- Public Sector Funds Management experience, including Funds, Grants, Budget Control System, fund centers, funded programs, and commitment items.
- Experience with New GL, document splitting, business areas, company code design, chart of accounts, and controlling areas.
- Ability to design solutions for segregated accounting with consolidated enterprise reporting.
- Understanding of intercompany or due to / due from concepts to avoid overstating cash or revenue balances.
- Experience supporting reporting, authorization/security design, banking, payments, and check printing processes.
- Prior experience designing ECC solutions with future S/4HANA migration readiness preferred.

- Discovery and requirements review.
- Recommended SAP architecture/design approach.
- Impact analysis across configuration, security, reporting, workflow, integrations, and operations.
- Written design/recommendation document.
- Stakeholder review session and Q&A support.
