## Job Summary
The Client Human Services is seeking a Senior Project Manager to support complex, cross-program initiatives within the Secretary’s Office and related DHS program areas. This position is focused on program implementation, stakeholder coordination, operational readiness, and governance. It is not an IT systems project manager role.
The Senior Project Manager will lead multi-workstream initiatives from planning through launch and stabilization. The ideal candidate will have strong experience managing large, high-visibility initiatives involving executive stakeholders, external partners, government agencies, healthcare programs, Medicaid, CMS, managed care organizations, or health and human services programs.
This role requires someone who can quickly understand policy and operational requirements, translate them into actionable workplans, coordinate across multiple teams, track decisions and risks, and ensure timely completion of milestones.
## Key Responsibilities
Lead and manage complex cross-program initiatives involving DHS program offices, executive leadership, county partners, providers, managed care organizations, and other stakeholders.
Develop and maintain detailed project plans, including scope, milestones, deliverables, dependencies, owners, and timelines.
Facilitate workgroups, governance meetings, and stakeholder discussions, including preparing agendas, meeting materials, decision points, and follow-up action items.
Build a strong understanding of program requirements, policy intent, operational workflows, and compliance needs.
Translate program and policy requirements into practical tasks, timelines, readiness activities, and implementation plans.
Create and maintain project governance artifacts, including RACI matrices, RAID logs, action trackers, decision logs, status reports, and change control documentation.
Identify risks, issues, assumptions, and dependencies early, and drive mitigation plans with accountable owners.
Support Medicaid, CMS-facing, managed care, waiver, or health and human services initiatives as needed.
Coordinate communications planning, stakeholder mapping, training readiness, launch planning, and stabilization activities.
Ensure project documentation is complete, accurate, and stakeholder-ready, including decisions, rationale, approvals, and downstream impacts.
Work independently with minimal oversight while maintaining momentum across competing priorities.
Coach and support junior project managers when needed and help strengthen project governance practices.
## Required Qualifications
7+ years of experience leading large, complex, multi-workstream initiatives with executive visibility and external partner involvement.
Strong experience driving cross-functional coordination, facilitating meetings, and moving decisions to closure.
Experience using project management controls and tools, including workplans, RAID logs, RACI matrices, decision logs, action trackers, change control, and status reporting.
Ability to manage ambiguity, work independently, and maintain progress across multiple priorities.
Excellent written and verbal communication skills, including concise executive-level reporting and stakeholder-ready documentation.
Strong organizational skills with the ability to track details, follow up consistently, and drive accountability across multiple teams.
## Preferred Qualifications
Experience in Medicaid, CMS-facing initiatives, managed care environments, healthcare operations, or health and human services programs.
Experience with Section 1115 demonstrations, Medicaid waivers, or similar federal-state program implementation.
Familiarity with government operations, procurement, vendor coordination, compliance, regulatory implementation, or public-sector program delivery.
PMP or similar project management certification.
Experience supporting change management, stakeholder communications, training readiness, operational readiness, and launch/stabilization planning.
## Ideal Candidate Profile
The ideal candidate is a senior-level program implementation project manager with strong healthcare, Medicaid, CMS, managed care, or public-sector experience. They should be comfortable working with executives, government stakeholders, external partners, and operational teams. The candidate must be able to bring structure to ambiguous initiatives, create clear project controls, document decisions, manage risks, and drive cross-functional teams toward implementation milestones.
This role is best suited for someone with program governance, stakeholder management, policy-to-operations translation, and operational readiness experience rather than a purely technical IT project manager background.
