Lead Systems Analyst

We are seeking an experienced Lead Systems Analyst for a 30-month engagement with a New York State agency in Albany, NY. The Lead Systems Analyst will direct the end-to-end technical analysis, design, and modernization of enterprise systems. Responsibilities include As-Is/To-Be evaluations, reverse-engineering legacy MS Access applications, and designing normalized enterprise relational databases in SQL Server or Oracle. The analyst will also serve as the technical liaison between business stakeholders, software vendors, and application developers.

Key Responsibilities

• Lead As-Is/To-Be system evaluations, gap analyses, and system workflow design
• Gather and document business process requirements for new applications
• Reverse-engineer legacy MS Access databases, including tables, relationships, queries, forms, macros, and VBA modules
• Design logical and physical data models and normalize legacy or flat-file structures (up to 3NF) into enterprise relational schemas
• Write complex SQL queries for data validation, data profiling, and backend troubleshooting
• Produce technical design artifacts: ERDs, DFDs, UML diagrams, and data mapping/ETL specifications
• Develop presentations and materials that support business process reengineering

Required Qualifications

• 84 months of experience in internal and external stakeholder communications and outreach, including presentations that promote business process reengineering
• 84 months of experience as a Lead Systems Analyst or Systems Architect using UML, Data Flow Diagrams (DFDs), and entity-relationship modeling for As-Is/To-Be evaluations and technical gap analyses
• 84 months of experience as lead analyst on business requirements projects, including logical and physical data modeling and data normalization (up to 3NF) into SQL Server or Oracle
• 60 months of experience reverse-engineering legacy MS Access databases (tables, queries, forms, macros, VBA) and writing complex SQL (multi-table joins, subqueries, analytical functions)
• 60 months of experience as a technical liaison between business stakeholders, vendors, and developers, producing ERDs, DFDs, and data mapping/ETL specifications
• 48 months of experience analyzing, designing, or supporting systems integrated with IBM FileNet or Oracle

• 36 months of experience developing multi-tier .NET Framework / .NET Core web applications in C# (Web Forms, MVC), including web services and APIs
• Master's degree in a computer or technology-related field
