Application Developer (DevOps) Location: 750 East Pratt Street, 6th Floor, Baltimore, Md 21202 (three days in the office, two days remote)
Job Summary - Provide expert-level technical services in planning, developing, integrating, and deploying enterprise applications and custom solutions, primarily for Health Benefit Exchange (HBX) systems.
- Collaborate with development, testing, operations, and DevOps teams to set up and maintain the Maryland Health Connection system and related components in both cloud (AWS) and traditional infrastructures.
- Deliver technical support to application development teams to facilitate cloud services adoption and ensure compliance with CI/CD pipeline standards.
- Automate and streamline end-to-end operations for applications and systems in AWS Cloud, collaborating with infrastructure and system operations teams.
- Design, build, document, and automate technical processes using AWS cloud services and DevOps tools (e.g., Ansible, Jenkins, Docker, Git).
- Develop, maintain, and monitor configuration standards and codebase to support performance, alerting, and monitoring of cloud-based systems.
- Troubleshoot, debug, and monitor system performance to maintain high availability and meet SLAs.
- Support integration testing, user acceptance testing, and participate in technical reviews throughout the software development lifecycle.
- Ensure adherence to security, change control, and project management office (PMO) policies and methodologies.
- Responsible for complex enterprise-wide applications, translating technical concepts into actionable solutions.
- Must be flexible to work overtime, including weekends, holidays, and off-hours, as needed.
- Required to work on-site in Baltimore, MD, three days a week, with two days remote.
Minimum Qualifications Summary - 8+ years in enterprise IT platform/application design, development, and support.
- 5+ years hands-on DevOps experience in cloud environments (preferably AWS).
- 5+ years experience with automated configuration/deployment using IaC tools (Ansible, Chef, Puppet, Terraform, etc.).
- 4+ years in CI/CD, automation, and orchestration.
- 4+ years in AWS infrastructure design and deployment.
- 2+ years experience with Ansible, Jenkins, Maven, and scripting.
- Strong knowledge of AWS services (EC2, S3, VPC, Lambda, EBS, ELB, ECS, EKS, CloudFormation, CloudWatch, RedShift).
- Experience with app/web server configuration (JBoss, Apache Tomcat, or similar).
Preferred Qualifications Summary - 5+ years with health exchange or eligibility systems.
- 3+ years with government cloud deployments for high-volume applications.
- Experience with advanced AWS and cloud services, Docker, Git, NGINX, RDS, Kubernetes, PostgreSQL, MongoDB.
- Experience with IAM, scripting (Ruby, Python, Bash), Microservices/SOA, Agile methodologies, and PMO processes.
Education - Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related technical discipline from an accredited institution.
