Position Overview

The Business Analyst III will support TxDOT by performing advanced analysis activities across assigned projects. This role is responsible for documenting business processes, gathering and translating requirements, and supporting modernization and roadmap initiatives. The analyst will work closely with business stakeholders, technical teams, and project leadership to ensure alignment between business needs and technical solutions.

Key Responsibilities

• Conduct detailed analysis on assigned projects and produce high-quality documentation, diagrams, and process flows.
• Serve as the primary analyst on projects, providing expertise in business processes and system functionality.
• Lead and facilitate requirements-gathering sessions with business units and IT teams.
• Translate business, functional, and non-functional requirements into clear technical specifications.
• Review existing systems, identify gaps, and propose modernization strategies and potential solutions.
• Document AS-IS and TO-BE processes to support system improvements and transformation initiatives.
• Perform data analysis using appropriate tools to evaluate raw data, identify trends, and deliver actionable insights.
• Create visualizations, dashboards, and data presentations to support decision-making.
• Collaborate with business stakeholders to identify and resolve key data challenges.
• Communicate effectively with peers, technical teams, and executive-level stakeholders.

Minimum Required Experience & Qualifications

• 8 years of experience with general IT SDLC processes.
• 8 years of experience extracting business, functional, and non-functional requirements from business units and IT staff.
• 6 years of experience documenting AS-IS and TO-BE process flows.
• 6 years of experience as a data analyst, including analyzing raw data and delivering data presentations.
• 6 years of experience performing data analysis and providing actionable recommendations, visualizations, and improvement insights.
• 6 years of experience collaborating with business stakeholders to identify and solve key business data challenges.
• 4 years of strong verbal and written communication experience, including communication with executive-level staff.

Preferred Qualifications

• 2 years of experience working with Texas State agencies.
