.NET Solutions Architect / Technical Architect – Azure & Application Modernization
Position Overview
We are seeking an experienced .NET Solutions Architect / Technical Architect to support a large-scale financial systems modernization initiative. The selected candidate will serve as a primary technical architect, providing architectural leadership, hands-on development guidance, application modernization support, and technical direction across multiple enterprise applications.
This role will focus on modernizing and remediating critical financial applications impacted by the transition to a new statewide financial management platform. The architect will work closely with developers, business analysts, product owners, and technical leadership to evaluate existing applications, define target architectures, remediate legacy systems, improve code quality and security, and ensure continuity of critical business operations.
The position will also provide architectural and development leadership across multiple enterprise financial application initiatives.
Key Responsibilities
Design and document end-to-end application architectures using the Microsoft .NET ecosystem.
Define appropriate solution patterns, including monolithic, modular monolith, microservices, and event-driven architectures.
Establish architectural standards, reference architectures, design patterns, and development guidelines.
Evaluate and recommend technology stacks, frameworks, tools, and modernization approaches.
Provide technical leadership and hands-on guidance to application development teams.
Review application code, pull requests, technical designs, and architecture artifacts for quality and architectural compliance.
Ensure adherence to SOLID principles, Clean Architecture, Domain-Driven Design (DDD), and software development best practices.
Review remediated application code and utilize SonarQube to improve code quality, maintainability, security, and release readiness.
Support modernization of legacy UI technologies, including AngularJS and Kendo UI implementations.
Design and develop solutions using C#, ASP.NET Core, Web APIs, Entity Framework, and modern .NET technologies.
Support CI/CD pipeline integration and application deployment strategies.
Assess existing systems and recommend modernization, remediation, refactoring, or replacement approaches.
Provide architectural guidance for migration of legacy JCL, COBOL, and FOCUS applications to .NET-based solutions.
Identify, prioritize, and develop strategies for addressing technical debt.
Develop refactoring strategies that minimize disruption to critical business operations.
Produce and maintain architecture diagrams, technical documentation, and Architecture Decision Records (ADRs).
Participate in architecture reviews, design reviews, code reviews, and technical governance activities.
Analyze and document existing computing assets, technical specifications, dependencies, integrations, and established business rules.
Assist with debugging and troubleshooting existing applications and processes, including root-cause analysis.
Provide technical guidance for remediation and upgrades of legacy computing assets.
Coordinate with business analysts, developers, product owners, and other stakeholders to support migration to the new statewide accounting system.
Participate in knowledge transfer, mentoring, and onboarding of internal technical staff.
Collaborate with technical leads on complex and high-risk application changes.
Provide technology, architecture, and design recommendations supporting enterprise modernization initiatives.
Required Education
A Bachelor’s or Master’s degree in Computer Science, Information Systems, Data Science, Software Engineering, or a related field.
Relevant professional experience may substitute for the required degree on a year-for-year basis.
Required Experience
Minimum 7 years of professional IT experience across multiple technology areas.
Minimum 2–3 years of relevant application/solution architecture experience.
Advanced to expert-level knowledge of application architecture, systems design, application integration, and Microsoft .NET technologies.
Strong experience designing and supporting enterprise-scale applications.
Experience analyzing existing systems and developing modernization and remediation strategies.
Ability to provide technical leadership while also working hands-on with development teams.

Project Background
This position supports a major statewide financial systems modernization initiative designed to replace legacy accounting and cash management functionality with a modern financial management solution.
More than 1,500 computing assets, including interfaces, enterprise applications, databases, automated processes, and reporting solutions, have been identified as potentially impacted by the transition.
The modernization effort includes:
Adoption of standardized financial business processes.
Transition to a new Chart of Accounts.
Replacement of legacy accounting and payroll functionality.
Redevelopment of incoming and outgoing financial system interfaces.
Implementation of data solutions supporting financial reporting requirements.
Analysis and remediation of dependent applications and business processes.
Fit-gap analysis to determine whether existing applications should be remediated, replaced, or decommissioned in favor of functionality available within the new financial management solution.
The selected architect will play a key role in ensuring critical applications and business processes are successfully modernized while maintaining operational continuity.
Ideal Candidate
The ideal candidate is a senior-level .NET architect who combines strong solution architecture skills with hands-on development experience. The candidate should be comfortable reviewing source code, defining architecture, guiding developers, troubleshooting complex systems, modernizing legacy applications, working with Azure and DevOps technologies, and communicating effectively with both technical teams and business stakeholders.
Experience with financial systems, ERP implementations, large-scale modernization programs, or legacy system migrations is highly desirable.
