Summary
- Analyze requisitions for IT goods and services (hardware, software, and services) and process procurements in compliance with state policies.
- Manage formal procurement processes including IFBs (Invitations for Bid) and RFPs (Requests for Proposal).
- Develop sourcing strategies, recommend contract vehicles, and identify alternative procurement options.
- Draft, manage, and maintain contractual agreements including term contracts for professional and non-professional services.
- Negotiate contract terms, conditions, and amendments in coordination with legal teams.
- Ensure compliance with DSBSD-certified Micro/Small Business participation initiatives.
- Act as a liaison between vendors, VITA, and internal stakeholders.
- Provide guidance on procurement methods including RFPs, IFBs, RFIs, SOWs, cooperative and sole-source procurements.
- Communicate procurement status and advise on vendor performance, pricing, and sourcing strategies.
- Support internal users by addressing procurement-related inquiries and ensuring adherence to proper processes.
- Evaluate complex IT procurements in collaboration with technical SMEs, legal counsel, and external partners.
- Apply procurement laws, regulations, and best practices to all purchasing activities.
- Ensure responsible use of Commonwealth resources and compliance with all applicable policies.
- Experience in procurement within a state or local government environment.
- Strong knowledge of VITA policies, IT procurement processes, and technology contracts (licenses, maintenance agreements, etc.).
- Hands-on experience with procurement methods: IFBs, RFPs, RFIs, SOWs, cooperative and sole-source procurements.
- Excellent communication skills with the ability to analyze and present complex information clearly.
- Strong collaboration and customer service skills.
- Certification as Virginia Contracting Associate (VCA) or Virginia Contracting Officer (VCO).
