Overview: Every Turnberry consultant belongs to a practice, an internal group of consultants and leaders with shared experience and expertise. Each of these practices aligns to one of the core services Turnberry offers to clients. As a Federal Program Manager, you will join Turnberry's Business Transformation practice. Turnberry's Business Transformation practice is dedicated to diagnosing and addressing core business challenges including regulatory compliance, full-scale implementation, managing change and driving continuous improvement across transformation initiatives.
Responsibilities:
Deliver on all program requirements including technical, cost, schedule, and quality performance that could involve cost overruns and deficiencies
Successfully service delivery across all program areas to ensure it follows a well-defined and detailed work scope, schedule, and budget
Integrate various activities and task areas to ensure effective client support
Manage resources across projects and maintain/track contract deliverables, schedule, and budget
Recommend changes to improve processes and alleviate process inaccuracy and duplication
Ensure conformity to contractual obligations
Establish and maintain technical and financial reports to show program progress
Ensure appropriate management, customer, and supplier involvement throughout the life of the program
Formulate and enforce work standards, subcontractor management and performance, and customer satisfaction and alignment of these with the objectives of a program
Understand the scope of programs as defined by the business requirements and budget process
Participate in key planning milestones and act as a guide for the core program team from initiation through execution and completion
Work to identify and obtain participation from required cross-functional core team members, including matrixed project managers, with guidance from Strategic Business Initiative or senior staff
Create program plans and maintain program record
Work with the core team to identify and schedule all the work required to fulfill program scope, including identification and management of critical path
Assist in the development and implementation of key goals, objectives, and success criteria for the program
Ensure proper documentation
Support the budget and resource forecasting exercise
Identify and analyze risks and issues
Track and manage the program schedule and task details included in the program plan
Analyze the actual performance against the plan and makes adjustments consistent with plan objectives
Work with Strategic Business Initiative to assist in action item resolution and track completion
Ensure program milestones are accomplished and ensures overall timelines are met
Document all major plan changes in scope, approach, and date delivery
Communicate updates on major milestones and keeps all stakeholders informed of progress and issues
Manage proposed changes to program parameters and work with the Federal Government Program Management team and Program Managers to ensure appropriate processes and communications are followed
Monitor and ensure quality of program deliverables
Work with core team and key field resources to develop and monitor deployment schedule, strategies, and tools to support the implementation of programs in the field through trials and controlled customer deployments
Consistent exercise of independent judgment and discretion in matters of significance
Regular, consistent, and punctual attendance
Must be able to work nights and weekends, variable schedule(s) as necessary

Qualifications:
Bachelor's Degree or equivalent experience needed (MBA Preferred)
10+ years of experience in a Telecom ((MSO, CLEC, IXC, RBOC, Wireless etc.) environment focused on federal government customer programs and project management
Experience working cross functionally with other teams in a highly matrixed organizations
Excellent written and oral communication skills, including presentations to senior management
Engineering Process and Design documentation experience
Experience writing and developing implementation plans in support of complicated federal government networks
Proficiency with Microsoft Project, Visio, PowerPoint, and Microsoft Word, Smartsheets
Consistent exercise of independent judgment and discretion in matters of significance
The salary range for this role is $70,000 to $105,000 or the hourly equivalent.
