Job Description

We are seeking an experienced Senior Data Analyst to support data migration, modernization, integration, synchronization, and data-quality initiatives for complex public-sector systems.

The ideal candidate will have extensive hands-on experience with legacy data analysis, data profiling, source-to-target mapping, transformation rules, ETL, data conversion, validation, reconciliation, and legacy-to-modern platform migrations.

Candidates must have experience supporting government/public-sector environments and hands-on exposure to CCWIS, SACWIS, CWIS, Medicaid, SNAP, TANF, DHS, Integrated Eligibility, or comparable state Health & Human Services systems.

Required Skills

• 8+ years of experience in Data Analysis, Data Migration, Data Profiling, Data Quality, Mapping, Validation, or Reconciliation
• 5+ years of Data Migration, Data Conversion, Integration, or Synchronization experience
• 5+ years working with business, technical, vendor, and project teams
• 3+ years of Government/Public Sector experience
• Experience with CCWIS, SACWIS, CWIS, or comparable state HHS systems such as Medicaid, SNAP, TANF, DHS, or Integrated Eligibility
• Advanced SQL skills
• Oracle, SQL Server, or comparable relational database experience
• Hands-on experience with ETL/integration tools such as Informatica, SSIS, Azure Data Factory, Talend, MuleSoft, or similar
• Strong Source-to-Target Mapping experience
• Transformation Rules and Data Dictionary development
• Data Validation and Reconciliation
• Legacy-to-Modern Data Migration/Conversion
• Experience supporting data synchronization/data bridges between legacy and modern systems operating in parallel
• Bachelor's degree or equivalent relevant experience

Key Responsibilities

• Profile legacy data and identify gaps, duplicates, invalid values, inconsistencies, and data-quality issues
• Develop source-to-target mappings, transformation rules, data dictionaries, and code-value crosswalks
• Build, execute, test, troubleshoot, and tune ETL/data conversion processes
• Support mock conversions, system testing, UAT, production migration, and cutover
• Support synchronization between legacy and modern systems using APIs, interfaces, CDC, or scheduled data exchanges
• Perform data matching, merging, deduplication, and identity resolution
• Develop reconciliation processes using record counts, control totals, field-level comparisons, and sampled testing
• Investigate and resolve migration, integration, conversion, and data-quality issues
• Document data lineage, mappings, validation procedures, technical processes, and runbooks
• Collaborate with business, technical, vendor, program, and project teams

• Oracle GoldenGate, Qlik Replicate, Debezium, or similar CDC technologies
• Salesforce or Microsoft Dynamics integration
