UI Inspire Program Manager

Position Summary
Leading the UI Inspire modernization program, a large-scale initiative to transform its Unemployment Insurance (UI) systems across Benefits, Tax, and Appeals. This transformation aims to enhance service delivery, improve operational efficiency, strengthen security, and enable scalable, cloud-based digital services for citizens, employers, and internal staff.
The client is seeking a Senior Program Manager to oversee day-to-day execution and coordination of this modernization effort. This role will partner with agency leadership, vendors, and stakeholders to drive successful delivery, ensure federal compliance, and support the targeted September 2026 go-live.
The Program Manager will also guide the transition into post-implementation operations while ensuring alignment across multiple technical and business workstreams.
Key Responsibilities
Program & Project Leadership
Lead end-to-end planning, execution, and oversight of the UI Inspire program.
Align program delivery with strategic modernization objectives.
Manage integrated schedules, key milestones, risks, and dependencies.
Ensure progress across testing, UAT, data migration, security validation, and production readiness.
Monitor and report on budget, timelines, and performance.
Vendor Management & Coordination
Track vendor deliverables and ensure adherence to timelines and quality standards.
Address project issues, defects, and risks promptly.
Support adoption of accelerated development approaches, including AI-assisted delivery initiatives.
Federal Compliance & Readiness
Drive compliance with federal UI modernization requirements (including UIPL 11-18 Change 2).
Oversee completion of key readiness deliverables:
End-to-end business scenario validation
Data accuracy and reconciliation
External integrations certification
Performance and load testing
Operational readiness and staff training
Support preparation for federal certification prior to deployment.
Governance & Stakeholder Engagement
Provide regular updates to executive leadership and steering committees.
Facilitate governance meetings and strategic decision-making sessions.
Maintain transparency on risks, progress, and mitigation plans.
Track key decisions, action items, and program priorities.
Implementation & Go-Live Readiness
Coordinate all deployment readiness activities, including:
Data migration validation
User acceptance testing
Security and accessibility compliance
Production readiness
Cutover planning and rollback strategies
Define Go/No-Go criteria and support stabilization post-launch.
Organizational Change & Adoption
Enable readiness across business units and operational teams.
Oversee training initiatives, including train-the-trainer programs.
Ensure alignment of business processes with the new system.
Drive adoption of new tools, workflows, and platform capabilities.
Required Qualifications
Bachelor’s degree in IT, Business Administration, Public Administration, or related field
10+ years of experience managing large-scale IT or enterprise modernization programs
Proven experience with government or public-sector technology initiatives
Strong experience in multi-vendor environments
Expertise in Agile, hybrid, or iterative delivery models
Hands-on experience with system development, testing, data migration, and implementation readiness
Preferred Qualifications
Experience with unemployment insurance (UI) system modernization
Knowledge of federal certification and compliance processes
Experience with cloud-based enterprise platforms
Familiarity with public sector governance and oversight models
Certifications:
