Salary: $150,000 - $168,000

We are seeking a Data Modeling Project Manager who will support our NYS client with the implementation of an integrated eligibility system (IES). This role will be responsible for the overseeing scope, schedule, budget, risks, and cross-stakeholder delivery across the full SDLC. The ideal candidate for this role will hold a valid PMP certification and have prior experience with state implemented integrated eligibility systems in the health and human services (Medicaid/SNAP) domain.

Duties:

Provide leadership and oversight to other project managers and execute on the overall mission and vision of the program from a project management perspective.
Define and manage project scope, schedule and budget, managing project schedule and budget variances, and provide implementation alternatives to mitigate project risk related to scope, schedule and budget.
Proactively identify, assess and mitigate project risks across the project stakeholder community.
Follow the established change control process.
Manage project teams following the systems development life cycle including the business requirements definition, technical design, code development, system testing including unit, system, performance, etc., deployment and rollout including training and pilot implementations.
Manage all aspects of the project including risk, issues, communication plan, decisions, actions, and project interdependencies.
Manage resources in a matrix management organization and collaborate with senior management on resource allocations based on project priorities.
Lead project groups within the Program and across stakeholder groups.
Facilitate meetings clarifying business and technical requirements and decision making.
Collaborate with project stakeholders including project team members, state agencies, and Social Service Districts ensuring project objectives are understood and roles and responsibilities are well defined.
Oversee and coordinate Systems Integration vendor implementations including scope and methodology adherence, resource management, deliverable review and approvals, and progress reporting.
Report to Project Management Lead and responsible for providing regular project status reports to IES Program Director, as well as, Project Sponsors, Steering Committees, and other governance bodies.
Other duties as assigned.

Mandatory Qualifications:

4 – 7 years of experience as a Project Manager
4 – 7 years’ experience as a PMO Project Manager and experience working in a PMO supporting Health and Human Services Eligibility system supporting at least one of the following domains: Medicaid, Public Assistance, SNAP, HEAP, or ChildCare with proven experience in data conversion and data modeling, Including working with Legacy systems, ETL teams, and validating data quality.
4 – 7 years of experience of managing a program Budget of a minimum of $100 million.
4 – 7 years of experience in active management of resource-loaded project schedules and resource assignments using Microsoft Project, Microsoft Project Online and VBA scripting.
1 – 5 years of experience in data governance, data privacy, and regulatory compliance standards (e.g., GDPR, CCPA, HIPAA)
1 – 2 years of experience working with technical teams, data analyst, integration partners, and leading technical discussions
4 - 5 years of experience with Agile development and technical projects
Bachelor's degree in Business, Computer Science, Engineering, or a related field
Current PMP or project management certification through Project Management Institute
