Role Overview



The OFSAA Transaction Monitoring Technology Lead is accountable for the technical design, build, and stability of the OFSAA Transaction Monitoring (TM) platform supporting enterprise AML programs. This role provides deep, hands-on leadership across OFSAA, FCCM, ETL/IETL, Oracle, scheduling, and data pipelines to ensure the platform remains resilient, scalable, and compliant.



As the primary technical authority for Transaction Monitoring, the Tech Lead drives architecture decisions, resolves complex production issues, and guides engineering teams through platform changes, upgrades, and regulatory initiatives.



Position Details & Performance Metrics



Data Access: Yes, the contractor will have access to customer data.



Meeting Cadence: Expect an average of 2-3 hours per day spent in meetings.



Performance Measurement: Success in this role is strictly measured by consistently hitting timelines and deliverables.



Core Responsibilities



Technical Ownership & Architecture



Own the end-to-end technical architecture of the OFSAA Transaction Monitoring platform (including OFSAA, FCCM, Oracle DB, ETL, scheduling, and integrations).



Define and enforce technical standards, patterns, and best practices for TM processing, job orchestration, and data handling.



Evaluate and drive platform enhancements, performance optimizations, and modernization initiatives (e.g., cloud enablement, refactoring, and re-engineering).



OFSAA TM Engineering & Platform Build



Lead hands-on engineering for OFSAA Transaction Monitoring jobs, including entity resolution (ER), TM, reconciliation, validation, and supporting batch processes.



Design and maintain AutoSys job flows, dependencies, restartability, and recovery strategies.



Provide deep technical guidance on Oracle SQL, partitioning, statistics collection, and performance tuning.



Review and approve TM technical designs, runbooks, and implementation artifacts.



Production Support & Complex Issue Resolution



Act as the highest-level technical escalation point for OFSAA TM production incidents.



Perform root-cause analysis across OFSAA, ETL/IETL, Oracle DB, file ingestion, and scheduling layers.



Design permanent fixes for recurring issues, data breaks, and performance bottlenecks while proactively identifying and remediating technical risks before they impact AML operations.



Data Quality, Controls & Reconciliation



Design and oversee technical data quality controls, validations, and reconciliations feeding TM scenarios.



Ensure technical integrity between source systems, staging layers, and OFSAA TM tables.



Partner with data and controls teams to embed preventive and detective controls directly into TM pipelines.



Change Delivery & Regulatory Initiatives



Lead technical delivery for scenario changes, tuning, threshold updates, lookbacks, and regulatory commitments.



Drive TM changes through the SDLC with a strong focus on testability, traceability, and audit readiness.



Support audits, exams, and model risk reviews by providing clear technical explanations, evidence, and system traceability.



Technical Leadership & Mentorship



Provide hands-on technical leadership and mentorship to engineers, developers, and vendor teams on OFSAA TM internals, AML platform design, and production engineering best practices.



Conduct rigorous reviews of code, SQL, job definitions, and technical solutions.



Act as the crucial technical bridge between AML stakeholders and engineering teams.



Candidate Profile Requirements



Experience & Education



Overall Experience: 10+ years of overall technology experience.



Education: Completed post-secondary education required (Diploma or Degree).



Must-Have Hard Skills



Strong hands-on experience with Oracle OFSAA Transaction Monitoring / FCCM TM.



Proven experience modernizing or migrating OFSAA / TM workloads to cloud platforms.



Direct exposure to high-volume payments or real-time monitoring platforms.



Prior experience working closely with regulators, auditors, or model risk teams from a technology perspective.



Deep understanding of TM batch processing, entity resolution, alert generation, and lookbacks in a regulated enterprise AML environment.



Advanced Oracle SQL expertise, including performance tuning, partitioning, and database troubleshooting.



Solid understanding of Linux scripting, batch operations, and production support tooling.



Nice-to-Have Skills & Certifications



Professional certifications in Java, Python, or SQL (highly regarded asset).



Practical experience with AutoSys (or equivalent enterprise schedulers).



Experience with ETL / IETL / Informatica frameworks and file ingestion.



Practical understanding of Entity Resolution.
