Position Overview

Arch Systems is seeking an experienced Program Manager to lead and oversee high-impact public health programs supporting the Centers for Disease Control and Prevention (CDC). This individual will provide strategic program leadership, coordinate cross-functional initiatives, and serve as a trusted advisor to CDC leadership across the Office of the Director (OD), multiple Centers, Divisions, and Offices.

The ideal candidate will possess deep knowledge of the CDC ecosystem, federal program management expertise, and a strong background in managing complex public health initiatives. This role requires exceptional leadership, stakeholder management, strategic planning, and problem-solving skills to support mission-critical public health objectives.

The successful candidate will work closely with senior federal leadership, technical teams, contractors, and external stakeholders to ensure successful delivery of programs while maintaining compliance with federal regulations, CDC standards, and organizational priorities.


Key Responsibilities

Program Leadership & Management

  • Lead the planning, execution, monitoring, and successful delivery of complex CDC programs and initiatives.
  • Manage multiple concurrent projects while ensuring alignment with CDC strategic objectives and mission priorities.
  • Develop and maintain integrated program management plans, schedules, milestones, budgets, and risk management strategies.
  • Establish governance structures and provide executive-level reporting on program performance.
  • Ensure programs are delivered on schedule, within scope, and within budget.

Strategic Planning

  • Partner with CDC leadership to define program goals, priorities, and long-term strategies.
  • Translate strategic objectives into actionable program plans.
  • Identify opportunities for operational improvements and organizational efficiencies.
  • Recommend innovative approaches to improve program performance and mission outcomes.

Stakeholder Engagement

  • Build strong relationships with CDC executives, Office of the Director, Center Directors, Division leadership, and federal stakeholders.
  • Facilitate executive briefings, leadership meetings, and program reviews.
  • Coordinate activities across multiple CDC centers, divisions, contractors, and partner organizations.
  • Serve as the primary point of contact between Arch Systems and government leadership.

Public Health Program Support

  • Support national public health initiatives, emergency preparedness activities, surveillance programs, and health modernization efforts.
  • Coordinate multidisciplinary teams supporting epidemiology, health policy, data modernization, emergency response, and scientific initiatives.
  • Ensure alignment with CDC operational priorities and public health objectives.

Risk & Issue Management

  • Identify program risks, dependencies, and challenges.
  • Develop mitigation strategies and corrective action plans.
  • Resolve complex program issues through data-driven analysis and innovative problem-solving.
  • Escalate critical issues to executive leadership when appropriate.

Financial & Resource Management

  • Monitor program budgets, staffing, resource allocation, and contract performance.
  • Forecast resource requirements and support program financial planning.
  • Ensure effective utilization of personnel and program resources.

Quality & Compliance

  • Ensure compliance with federal acquisition regulations, CDC policies, HHS guidelines, and organizational standards.
  • Develop and monitor program performance metrics and quality assurance processes.
  • Support audits, compliance reviews, and reporting requirements.

Leadership & Team Development

  • Lead multidisciplinary teams consisting of project managers, technical experts, analysts, and subject matter experts.
  • Mentor project managers and junior staff.
  • Foster collaboration, accountability, and continuous improvement.

Required Qualifications

  • Master''s degree in Public Health (MPH) or closely related discipline.
  • Project Management Professional (PMP) certification.
  • Demonstrated experience supporting the Centers for Disease Control and Prevention (CDC).
  • Strong understanding of the CDC organizational structure, mission, operations, and governance.
  • Experience supporting CDC leadership across the Office of the Director (OD), Centers, Institutes, Divisions, and Offices.
  • Demonstrated experience managing large-scale federal programs and complex cross-functional initiatives.
  • Strong analytical and strategic problem-solving capabilities.
  • Experience developing innovative solutions to complex operational and programmatic challenges.
  • Exceptional communication and executive presentation skills.
  • Experience managing multidisciplinary teams and multiple stakeholders.
  • Strong knowledge of federal program management methodologies and governance.

Mandatory Qualifications

  • Current or prior experience supporting U.S. Federal Government agencies is required.
  • Experience supporting the CDC is mandatory.
  • Proven experience managing complex federal programs.
  • Experience working with senior federal executives and leadership teams.
  • U.S. Citizenship (if required by the client).

Preferred Qualifications

  • Experience supporting the U.S. Department of Health and Human Services (HHS).
  • Experience managing public health modernization or digital transformation initiatives.
  • Knowledge of federal grants, cooperative agreements, and public health funding mechanisms.
  • Experience supporting emergency preparedness, infectious disease response, or national public health initiatives.
  • Familiarity with Agile, Lean, or hybrid project management methodologies.
  • Experience with federal reporting, performance metrics, and program evaluation.
  • Active Public Trust or other federal security clearance is a plus.
