Summary

This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Supervisory Information Technology Specialist (INFOSEC), you will be for providing innovative cyber-centric intelligence support to the Department of Energy and the Nation's critical energy infrastructure. This mission includes providing Information Technology (IT) infrastructure, capabilities and technical support to the DOE Intelligence and Counterintelligence workforce.

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a GS-15 Supervisory Information Technology Specialist (INFOSEC), you will:

  • Serve as the CISO and provide strategic leadership and direction for the Department of Energy's Office of Intelligence and Counterintelligence's cybersecurity program, managing federal and contractor staff responsible for its implementation and evolution.
  • Oversee and direct the organization's comprehensive Assessment and Authorization (A&A) process, leveraging the Risk Management Framework (RMF). This includes developing, implementing, and maintaining robust policies and procedures, and ensuring their effective execution by the designated Enterprise Information Assurance (IA) team.
  • Provide executive oversight for the Cyber Operations team, which includes the Security Operations Center (SOC) and Security Engineering functions. This oversight ensures continuous monitoring, proactive threat detection, effective incident response, and the implementation of advanced security controls for the protection and defense of DOE IN's Information Environment (IE).
  • Collaborate strategically with key internal and external stakeholders, including the Office of the Director of National Intelligence (ODNI) and the Department's Office of the Chief Information Officer (OCIO), to ensure the effective integration and compliance with cybersecurity requirements aligned with mission objectives.

  • This position has been designated as Special-Sensitive (High Risk) and requires a security clearance at the Q level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.
  • Must successfully complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This position is not included in a Bargaining Unit.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • New supervisors are required to attend 80 hours of supervisory training, of which 40 hours must be completed during your first year as a supervisor.

Qualifications

BASIC REQUIREMENT: For IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following

  1. Directing security teams in the strategic deployment of cybersecurity technologies.
  2. Directing the strategic deployment and optimization of advanced security tools and platforms.
  3. Establishing, managing, and continuously maturing a comprehensive Risk Management Framework (RMF) program for classified information systems.
  4. Overseeing comprehensive enterprise vulnerability management program for Secure Software Development Lifecycle (SSDLC) programs.
