The Air Force Civilian Service (AFCS) is looking for a Full-Time General Engineer-GS-0801-14 to work at NGB/A4FR JB Andrews AFB, Camp Springs, Maryland.

The primary purpose of this position is to provide program direction and expert technical advice for all facilities and systems associated with the NGB/A4F asset management division. The role involves moving from tactical to executive program management, acting as the strategic integrator for next-generation weapon system beddowns.

The ideal candidate is a "systems-thinker" with a proven track record of managing complex, large-scale basing actions.

Required Experience and Skills:

Experience: relevant basing, air force horizontal and vertical infrastructure knowledge.

Education: An ABET-accredited degree is preferred.

Technical Knowledge:

Mastery of multiple disciplines to resolve complex facilities basing issues.

Deep knowledge of military construction principles, laws, and regulations.

Expertise in basing executing and managing large-scale programs.

Leadership Skills: Ability to work independently, lead site surveys, and manage cross-functional teams. The role requires planning, evaluating design criterias, and carrying out programs with a high degree of autonomy.

This position is critical for the modernization and strategic positioning of Air National Guard facilities nationwide. The successful candidate will play a pivotal role in shaping the infrastructure that supports the ANG's evolving missions.

Salary Range is $143,913-$187,093.

REQUIREMENTS FOR THIS POSITION

U.S. Citizenship

The employee must obtain and maintain the appropriate security clearance.

This position requires the employee to occasionally travel away from the normal duty station.

The employee must be willing and able to travel on military and commercial aircraft.

The employee may-be required to work overtime.

The employee may be required to work overtime on an emergency basis.

The employee may be recalled to duty.

This is a Financial Management Level 3 certification position IAW the National Defense Authorization Act

(NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply

with the requirements of this certification program.

DUTIES

Program Management: Serving as the technical basing expert for facilities and systems within the ANG's Civil Engineering program. This includes overseeing programs like facilities authorizations, installation planning, strategic basing and project program management through MILCON and SRM.

Budgeting & Funding: Developing, preparing, and defending facilities evaluations for new mission or conversion budget through the basing process.

Strategic Planning: Leading Site Activation Task Forces (SATAF) on behalf of NGB/A4 facilities, evaluating funding requirements, navigating environmental milestones (NEPA), and synchronizing cross-functional teams.

Technical Expertise: Acting as the senior expert for facilities and as a technical expert for infrastructure project execution.
