Role: Expert Software Architect()
Location: Albany NY (Onsite)
The technical consultant will have responsibility for supporting all NYS laboratory testing and reporting efforts.
This position is the main programmer for the Electronic Clinical Laboratory Reporting System (ECLRS) and the Electronic Syndromic Surveillance System (ESSS).
This consultant will work with internal and external partners on extracting required data from various databases, streamlining data received from applicable vendors/labs, matching data sets and conducting analytics.
The consultant will provide technical leadership and expertise of LOINC and SNOMED mappings to perform disease determination and identify positive disease to facilitate & provide technical leadership and expertise with standardized ELR file formats, including HL7 and ASCII; provide the technical expertise to quickly turn vague business requirements into technical requirements in support of Electronic Case
Reporting (eCR) data extracts; provide technical leadership to develop and maintain a technical solution for enhancing ELR data with appropriate spatial data as needed; and manage and maintain integration with Communicable Disease Electronic Surveillance System (CDESS) for case surveillance and reporting.
Mandatory Qualifications:
- This position requires at least a bachelor s degree in engineering, Computer Science, MIS or equivalent from an accredited institution. A copy of the degree must be submitted with the Candidate Proposal Response.
- 84 months experience in working with HL7 ORU and ADT messages including parsing into relational tables and creating messages.
- 84 months experience architecting relation database solutions and working with relational database frameworks such as Spring MVC, myBatis. Experience in design and optimizing queries in RDBMS.
- 84 months experience in architecting on Electronic Clinical Laboratory Reporting System (ECLRS) and Syndromic Surveillance Systems
- 84 months experience in designing complex web applications on various development platforms, including laboratory reporting systems and/or syndromic surveillance systems
- 84 months experience creating web services including rest and soap
- 84 months experience in application testing including design and implementation of test plans
- 84 months experience in designing interfaces with Statistical Analyst System server environment
- Candidate must be legally authorized to work in the United States
