Engineering Operations Specialist (Onsite)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for an Engineering Operations Specialist for their Vancouver, Washington location. This assignment will provide technical document review support to the Substation Maintenance and High Voltage Engineering organization, supporting the Transmission Business Line. This position performs instruction book quality review, ProjectWise input, manufacturer part input, and analysis of data for the Substation Maintenance Parts program.

Key Responsibilities for Engineering Operations Specialist:
- Perform quality review of instruction books and examine for data errors.
- Read and review technical instruction books to verify compliance with contract specifications.
- Maintain database of instruction manuals and books; maintain filing system for instruction book library.
- Create new and maintain/update existing project SharePoint sites to manage craft and work standards owned by TEZM.
- Respond to field crew requests to provide technical manuals, documents and library information as needed in support of all maintenance activities for transmission line and substation equipment.
- Submit, monitor and provide status on various TEZM-owned standards and deliverables for scheduled or safety required updates based on field incidents.
- Work with technical SMEs to manage and migrate only active/relevant manuals and documents to a digital format and notify field personnel of updates and network locations.
- Research library records, ProjectWise, Asset Suite, and other sources to meet requests for instruction manuals that match or are cross-references for equipment needing repair or replacement.
- File instruction books and upload information into ProjectWise.
- From vendor-supplied files, upload and maintain the instruction book database.
- Work with Equipment Specialists to identify new parts to be stocked.
- Assist Equipment Specialists in data review and analysis. Use Asset Suite and Power BI tools as necessary.
- Input equipment data into Cascade.
- Update system with equipment-specific data concerning equipment specifications.
- Catalog new spare parts in the BES system and review data, make necessary corrections as needed.
- Consolidate technical results into summary form such as tables and report.
- Maintain library of maintenance and work standards and related guidebooks, tip sheets, and other similar documentation, reviewing and updating as required / requested. Perform copy editing on documents in Microsoft Word, convert to PDF files, and upload to the TEZM SharePoint site.
- Interview and collaborate with Subject Matter Experts (SMEs) to review, revise, create/draft and recommend substation and transmission-line maintenance and work standards and related guidebooks, tip sheets, and other similar documentation; submit materials for review by SMEs and manager / team lead.
- Attend meetings as requested, taking meeting notes (minutes); type meeting notes for review by appropriate manager, team lead or applicable SME; distribute management-approved meeting notes (minutes) to appropriate parties in a timely fashion.
- Serve as liaison with vendors / manufacturers and SMEs to review manufacturer’s instruction and maintenance manuals / books to verify an acceptable, quality product is received. Provide SME input and comments to vendors during manual review process.
- Submit online requests to Media Services to print new equipment instruction manuals from vendors’ files in support of in-house printing initiative. Submit scan requests to digitize older manuals and materials for ProjectWise.
Requirements/Qualifications for Engineering Operations Specialist:
- High School Diploma or GED equivalent is required.
- Bachelor’s degree in Technical Management, Information Systems Management, Computer Science, Engineering, Business Management, Technical Writing or directly-related technical field is preferred.
- 5+ years of directly related experience is required.
- Experience must be consistent with the specific requirements of engineering operations and progressively more technical in nature. Individual must be capable of applying a diversified knowledge of principles and practices in assigned technical areas. Requires a working knowledge of automated data systems.
- Must possess broad knowledge of engineering operations policies and procedures involving material and equipment inventory and control.
- Experience in a technical environment reading and interpreting technical information.
- Experience with processes, automated records and data systems for acquisitions, accountability, control and disposal of facilities, equipment, materials, supplies, and other resources.
- Basic knowledge of Parts cataloging.
- Ability to analyze and effectively review large volumes of essential technical data.
