IT Project Manager – EHR / Health IT
Location: Harrisburg, PA
Work Arrangement: Hybrid – 2 days/week onsite in Harrisburg

Role Summary
We are looking for Senior IT Project Manager to lead the implementation of a new Electronic Health Record (EHR) system across 59 State Health Centers (SHCs) and clinical staff within the Bureau of Community Health Systems (BCHS), Bureau of Immunizations (BOI), and Bureau of Communicable Diseases (BCD).
The ideal candidate will have strong experience leading large-scale EHR/EMR implementations, health informatics, health IT, and organizational change management (OCM). The PM will be responsible for driving the project from planning through implementation while managing scope, schedule, budget, risks, vendors, stakeholders, and cross-functional IT teams.
Key Responsibilities
- Lead the complete lifecycle of the EHR implementation, including transition to operations and maintenance.
- Develop and manage detailed Project Management Plans, schedules, budgets, estimates, and deliverables.
- Plan, execute, monitor, and control all project activities, milestones, and work packages.
- Coordinate requirements, design, development, testing, training, implementation, and deployment activities.
- Manage project scope, schedule, budget, risks, issues, dependencies, and change requests.
- Maintain RAID+ logs and develop risk mitigation strategies through closure.
- Coordinate system testing, training, orientation, and implementation activities.
- Work closely with IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
- Coordinate with software/hardware vendors and facilitate discussions between vendors and IT teams.
- Build and maintain strong relationships with program leadership, customers, stakeholders, vendors, and project teams.
- Prepare and deliver weekly status reports, project metrics, presentations, and recommendations to senior leadership.
- Ensure project compliance with HHS DC IT PMO standards, procedures, and methodologies.
- Develop and maintain project documentation using SharePoint and Microsoft Teams.
- Monitor project progress and take corrective action to ensure successful and timely delivery.
- Mentor less-experienced project management staff when needed.
Required Qualifications
- 7–9 years of relevant Project Management experience.
- Active PMP certification from PMI for at least 5 years.
- Proven experience managing the implementation of a new EHR system, particularly transitioning from a paper-based charting system.
- Experience leading large-scale EHR/EMR, Health IT, or Health Informatics projects.
- 7+ years managing complex technical initiatives involving multiple IT teams and vendors.
- Experience leading project planning, governance, execution, monitoring, and implementation.
- Strong knowledge of PMI project management practices and lifecycle phases.
- Strong experience with project schedules, budgets, estimates, scope, risks, issues, and change management.
- Excellent communication, stakeholder management, facilitation, and problem-solving skills.
- Ability to manage multiple workstreams and cross-functional teams.
- Must currently reside in Pennsylvania.
- Must be able to work onsite in the Harrisburg office 2 days per week as requested.
- Ability to participate in off-site meetings at State Health Centers when required.
Preferred Qualifications
- Experience with Organizational Change Management (OCM) involving independent customers.
- Experience with public health programs and healthcare organizations.
- Experience working with government/Commonwealth IT environments.
- Experience with SharePoint, Microsoft Teams, and project management reporting tools.
- Experience managing enterprise-wide, high-profile technology implementations.
