Oracle Fusion HCM Manager
About the Job
Job Title: Oracle Fusion HCM Manager
Location: Remote (United States). Strong preference for candidates based in California.
Client: A large higher education and healthcare organization
Employment: Contract through Samay Consulting
About the Role
This is a client-side role. You are not building the system. A system integrator is doing that. You are the person the client relies on to make sure what the SI delivers is the right thing, arrives on schedule, stays within budget, and actually works for the people who have to use it once the project team leaves.
That means living in two worlds at once. On one side, HR leaders, payroll, benefits, campus and health system stakeholders who need to be heard and kept informed. On the other, an SI running to its own plan. Your job is to keep those two aligned, catch the gaps between what was asked for and what is being built, and raise them while there is still time to do something about it.
The work does not end at go-live. A significant part of this role is stabilization: making sure the system holds up under real volume, that defects get closed rather than deferred, and that the business is genuinely operating on it rather than working around it.
What You Will Own
Stakeholder management
- Act as the trusted point of contact for HR, payroll, benefits and operational leadership across a complex organization with competing interests.
- Translate between business language and system language so that neither side is guessing what the other means.
- Keep stakeholders informed on progress, risk and trade-offs honestly, including when the news is not good.
- Build the working relationships that let you get a decision made quickly when the timeline depends on it.
System integrator oversight
- Review SI deliverables including design documents, configuration workbooks and test plans, and challenge anything that does not reflect leading practice or the client''''''''''''''''s actual business process.
- Hold the SI to schedule and budget, tracking scope changes and flagging drift early rather than at the milestone review.
- Verify that testing genuinely covers the business scenarios that matter, not just the ones that are easy to script.
- Push back on design decisions that create manual work, workarounds or downstream maintenance burden.
Delivery coordination
- Work across multiple squads and workstreams, sequencing priorities and resolving conflicts when teams want the same resource or the same window.
- Identify dependencies and risks early and bring them forward with a recommendation, not just a flag.
- Own client escalations end to end, from first report through resolution and prevention.
Stabilization and adoption
- Drive post go-live stabilization, tracking defects to closure and confirming the system performs under real transaction volume.
- Confirm the delivered system meets the business need in practice, and surface gaps where it does not.
- Support end user adoption, including readiness of training materials and administrative documentation.
What You Will Bring
- Substantial experience with Oracle Fusion HCM, including at least one full implementation from design through stabilization.
- Functional knowledge across the HCM footprint, sufficient to review an SI''''''''''''''''s design and know whether it holds up.
- A track record of managing system integrators or third-party delivery partners, including holding them to commercial and schedule commitments.
- Proven stakeholder management at leadership level in a large, decentralized organization.
- Experience owning escalations under pressure and driving them to resolution.
- The judgment to know which issues are worth escalating and which you should simply solve.
- Clear written and verbal communication. Much of this role is making complex situations understandable to people who do not work in the system.
Good to Have
- Experience in higher education, healthcare or an academic medical center, where governance is layered and stakeholder groups are genuinely independent.
- Experience in a multi-vendor delivery model.
- Background spanning both functional configuration and program delivery.
What Sets This Role Apart
Plenty of people can run a status call. This role needs someone who reads a configuration workbook, recognizes that a design will create six months of manual reconciliation for the payroll team, and raises it before it gets built.
