Enterprise Project Manager Executive

We are seeking a highly experienced Enterprise Project Manager - Executive to lead large-scale IT modernization initiatives across Finance, Operations, and Human Resources systems. This role will act as a strategic advisor to IT leadership, driving enterprise transformation, aligning business and technical strategies, and ensuring compliance with government regulations.

The ideal candidate will have strong experience in enterprise program management, DevOps environments, system modernization, and cross-functional leadership within large organizations, preferably in the public sector.

Key Responsibilities

• Provide executive leadership for enterprise IT modernization programs
• Manage and coordinate cross-functional teams including:
  • Business Analysts
  • Developers
  • Architects
  • Operations teams
• Develop and maintain roadmaps, priorities, and modernization strategies
• Lead program planning, risk management, and resource alignment
• Oversee:
  • System modernization
  • Application enhancements
  • Defect resolution and upgrades
• Align business needs with future-state architecture and IT strategy
• Drive integration of business and technical requirements into DevOps pipelines
• Conduct gap analysis, system assessments, and architecture reviews
• Ensure compliance with:
  • NIST 800-53
  • FISMA
  • State security policies
• Provide executive dashboards, reporting, and performance metrics
• Lead stakeholder communication across IT leadership, HR, and Finance teams
• Support adoption of modern technologies like:
  • Angular
  • Microsoft Power Platform

Required Qualifications

• 5+ years leading large-scale IT modernization or transformation programs
• 5+ years managing cross-functional enterprise teams
• 5+ years experience in DevOps environments (CI/CD, backlog, user stories)
• 5+ years experience in enterprise application modernization
• Experience with Angular or similar modern frameworks
• 2+ years experience with Microsoft Power Platform
• Strong experience in:
  • Fit-gap analysis
  • Business-to-technical translation
  • Enterprise architecture alignment
• Experience in Financial & Administrative systems modernization
• Experience ensuring compliance with security and governance frameworks

Preferred Qualifications

• Public sector / government experience (Required by client)
• PMP Certification
• Experience with:
  • Microsoft 365 (Teams, SharePoint)
  • Data security (HIPAA, CJIS, CDC standards)
