About the Project

OSCA is migrating to Florida PALM — a statewide financial ERP built on Oracle PeopleSoft Financials. This BA will support the agency’s business transformation, process alignment, and successful onboarding to the new platform. The role sits inside the OIT Project Management Office and reports directly to the OIT PMO Manager. This is a new position.

You Will Be Doing

• Facilitate work sessions to gather, document, and prioritize remediation requirements

• Write and manage user stories, test cases, and participate in daily stand-ups

• Translate business needs into detailed functional specifications and business documents

• Build standardized desk procedures with process flows, prerequisites, and narratives

• Produce BRDs, program specs, data conversion analyses, QA/QC docs, and UAT sign-off packages

• Identify missing functionality in agency systems and track outstanding remediation requests

• Own the UAT process — strategy, test plans, execution, and validation with end users

• Synthesize complex data from multiple sources into clean executive-level summaries

• Monitor proposed changes to business processes and ensure they align with approved expectations

• Collaborate with functional and enterprise system staff during technical assessments

Required Qualifications

• Bachelor’s degree in Computer Science, Information Systems, Business Administration, or equivalent experience

• Minimum 3 years of BA or related technical work experience

• Experience supporting multiple concurrent projects, including in a project lead capacity

• Proven ability to align technology solutions with business strategies

• Strong documentation skills — BRDs, functional specs, process flows

Preferred Qualifications

• Experience with Florida PALM, Oracle PeopleSoft Financials, or any financial ERP migration

• Background with Florida state agencies, courts, or other government clients

• UAT lead experience — owns the process, not just participates

• QA/QC experience including test scenario development and defect tracking

• Familiarity with Agile/Scrum practices and daily stand-up cadence

• Experience developing end-user training materials and coordinating training activities
