Business Development Manager
Position Summary
RHO Inc is seeking an experienced Business Development Manager to expand our presence within the U.S. Department of Health and Human Services (HHS) market. The ideal candidate will possess established relationships across HHS agencies and a strong understanding of federal technology services, including healthcare IT, cloud solutions, cybersecurity, data analytics, digital transformation, and emerging technologies.
This individual will be responsible for identifying, qualifying, and developing new business opportunities while leveraging existing government and industry relationships to support RHO''s growth strategy. The successful candidate will work closely with leadership, recruiting, delivery, and proposal teams to position RHO''s technology and professional services capabilities across HHS organizations.
Key Responsibilities
- Leverage existing HHS relationships to identify and develop new business opportunities.
- Build and maintain trusted relationships with program managers, contracting officers, CORs, acquisition personnel, and industry partners.
- Expand RHO''s footprint across HHS agencies, including CMS, FDA, NIH, CDC, ACF, and other health-focused organizations.
- Identify upcoming opportunities and support qualification, capture, and pursuit activities.
- Collaborate with RHO leadership to develop growth strategies aligned with agency priorities.
- Promote RHO''s capabilities in:
- Health IT Modernization
- Cloud Migration and Infrastructure Support
- Cybersecurity and Compliance
- Data Analytics and Reporting
- Artificial Intelligence and Automation
- Program Management Office (PMO) Support
- Application Development and Modernization
- Service Desk and Operations Support
- Develop and maintain strategic teaming relationships with prime contractors and industry partners.
- Support proposal development, solution discussions, staffing strategies, and customer presentations.
- Attend industry events, conferences, and networking opportunities to increase RHO''s visibility within the federal health sector.
- Maintain an accurate pipeline of qualified opportunities and provide regular growth updates to leadership.
Required Qualifications
- 5+ years of federal business development, capture, account management, or growth experience.
- Established relationships within one or more HHS agencies.
- Strong understanding of federal healthcare and technology programs.
- Experience selling or supporting IT and professional services within the federal government.
- Knowledge of federal acquisition processes, contract vehicles, and procurement strategies.
- Proven ability to build relationships and open doors within government organizations.
- Excellent communication, networking, and presentation skills.
- Self-motivated with the ability to work independently and drive results.
Preferred Qualifications
- Experience supporting small business growth initiatives within the federal market.
- Existing relationships with prime contractors supporting HHS programs.
- Knowledge of federal health IT modernization initiatives.
- Experience using GovWin, SAM.gov, LinkedIn, and CRM tools.
- Bachelor''s degree preferred.
